Housing Services Manager

40 per hour Umbrella 29.09 per hour PAYE
3-Month Contract
5 Days Per Week On-Site

We are seeking an experienced and dynamic Housing Services Manager to join a forward-thinking local authority and play a pivotal role in driving service improvement, strengthening accountability, and leading transformational change across housing services.

This is a senior leadership position within Housing Management, offering an excellent opportunity for a passionate housing professional to make a tangible impact on service delivery, resident satisfaction, and organisational performance.



About the Role

Working closely with the Head of Housing Management, you will provide visible and proactive leadership across a range of housing functions, including:

  • Tenancy Management
  • Income Collection and Rent Recovery
  • Estate Services
  • Tenant Engagement
  • Housing Support Services

You will be responsible for improving operational performance, embedding a culture of continuous improvement, and ensuring residents remain at the heart of service delivery.



Key Responsibilities

  • Lead, motivate and develop high-performing housing teams.
  • Drive accountability, ownership and a positive customer-focused culture.
  • Deliver measurable improvements in service performance, customer satisfaction and resident outcomes.
  • Analyse performance data, customer feedback and quality assurance information to identify and resolve service issues.
  • Support the delivery of the Council's Housing Transformation Programme.
  • Ensure compliance with housing legislation, consumer standards and regulatory requirements.
  • Support inspection readiness and provide regulatory assurance.
  • Work collaboratively with elected Members, senior leaders and internal stakeholders to deliver strategic housing objectives.
  • Identify opportunities for service improvement and implement effective solutions that deliver tangible results.


About You

To be successful in this role, you will have:

  • A degree-level qualification or equivalent professional experience.
  • CIH membership, a recognised housing qualification, or a willingness to work towards professional accreditation.
  • A commitment to continuing professional development.
  • Significant experience within housing management at a senior level.
  • Strong leadership and people management skills, with a track record of developing successful teams.
  • In-depth knowledge of housing legislation, regulatory requirements and consumer standards.
  • Experience driving service improvement and organisational change.
  • Excellent stakeholder management and communication skills.
  • A data-driven approach to performance management and decision-making.
