Capital Projects Manager

Spencer Clarke Group are supporting a local authority to appoint a Capital Projects Manager within their Estates and Facilities team.
This role will lead the delivery of capital works and planned maintenance across the council's school estate. You will manage projects end to end, from defining scope and producing specifications through to procurement, contractor management and handover. The post will also provide technical property and construction advice, investigate defects and support compliance across sites, with regular liaison with headteachers and governors.
Responsibilities include
- Managing a programme of minor and major capital works across schools, keeping delivery on track to time, cost and quality
- Defining project scope and leading projects through design input, procurement, delivery and handover
- Preparing and coordinating project documentation including specifications, programmes and tender packs
- Monitoring budgets, approvals and financial reporting for your assigned projects
- Managing contractors on site, tracking progress, quality and health and safety compliance
- Investigating building defects, assessing condition issues and advising on repair and maintenance strategies
- Supporting planned maintenance forward planning and smooth handover into business-as-usual maintenance
About you
- Building Surveyor (qualified or working towards) or equivalent relevant experience in a similar role
- Strong experience delivering capital projects and planned maintenance programmes across an estates portfolio
- Ideally exposure to local authority environments, schools or education estates
- Confident managing contractors, procurement processes and stakeholder expectations
- Good working knowledge of health and safety and relevant construction/compliance requirements (including CDM)
- Comfortable with regular site visits, inspections and working across multiple locations
- Enhanced DBS in place, or willingness to obtain one due to working in schools
