Assistant Director, Environment and Enforcement
Location: West Midlands
Rate: Negotiable
Contract: At least until April 2027
Spencer Clarke Group are looking for an interim Assistant Director to lead a high-impact Environment and Enforcement portfolio within a local authority. This is a senior leadership assignment with significant member and stakeholder engagement, service modernisation and performance accountability.
You will lead multiple front-line and regulatory services, driving continuous improvement, strong financial management and excellent customer outcomes across a wide and complex portfolio.
Responsibilities include:
- Strategic leadership for Environment and Enforcement services, acting as the principal senior point of contact for relevant elected members
- Leading service improvement, performance management, and delivery of annual business plans, risk registers and service standards
- Oversight of budgets and resource planning, including contribution to medium-term financial planning
- Building strong partnerships with internal teams and external agencies, representing the service at senior forums
- Managing escalated complaints and ensuring compliance with relevant legislation and policy guidance
- Ensuring a strong health and safety culture and readiness for emergency response requirements where applicable
About you:
- Proven senior leadership experience within a UK local authority environment
- Strong track record in waste services leadership and managing complex multi-service portfolios
- Confident working with elected members, scrutiny and senior stakeholders
- Commercially minded, improvement-focused, and able to lead change at pace
- Strong governance, compliance and budget management capability
