Interim Stock Condition Surveyor
Harlow District Council (4 days per week on site)
Initial 12-month contract
£325 p/d Umbrella RATE (inside IR35

Harlow District Council is investing over £150 million into its housing stock over the next two years and is looking for an experienced Stock Condition Surveyor to play a key role in shaping its future asset investment programme.
This is an excellent opportunity to join a growing Property Services team, carrying out comprehensive stock condition surveys across the council's housing portfolio. You'll collect and maintain accurate asset data, identify future investment needs, and help ensure residents continue to live in safe, compliant, and well-maintained homes.

The Role
As a Stock Condition Surveyor, you will:
Carry out stock condition surveys across residential properties, communal areas and associated assets.
Assess the condition, age and remaining lifespan of key building components including kitchens, bathrooms, roofs, windows, doors, heating systems and external elements.
Collect and maintain accurate asset information using handheld technology and asset management systems.
Identify defects, health and safety risks and compliance issues.
Produce detailed survey reports and recommendations to support planned maintenance and capital investment programmes.
Work closely with residents, delivering a professional and customer-focused surveying service.
Support the development of long-term asset management and investment strategies.
Collaborate with Repairs, Planned Works, Compliance and Housing teams to ensure accurate property data is maintained.
Ensure all surveying activities are carried out in line with current legislation, industry standards and council policies.

About You

To be successful in this role, you'll have:
Experience carrying out stock condition surveys within social housing, local authority or residential property environments.
A qualification in Building Surveying, Construction, Property Maintenance or equivalent relevant experience.
Strong knowledge of building construction, planned maintenance and lifecycle replacement programmes.
Understanding of housing compliance, including HHSRS, the Decent Homes Standard and building safety legislation.
Excellent communication and customer service skills.
A full UK driving licence and access to a vehicle (or the ability to travel across the housing portfolio).
