Job Purpose
Support the Head of Property, Regeneration & Economic Development in leading and delivering the Council's strategic property agenda and corporate asset management function. Providing strategic leadership for the planning, optimisation, governance and performance of the Council's property portfolio, ensuring property assets support service delivery, regeneration objectives, financial sustainability and wider corporate priorities.
Leading on the development and implementation of strategic asset management initiatives, property rationalisation programmes, acquisition and disposal strategies, development opportunities and asset investment decisions. Acting as the Council's senior professional adviser on property matters, overseeing corporate landlord responsibilities, asset valuation activity, estate performance and property-related governance, whilst ensuring compliance with statutory and professional requirements.

Principal duties and responsibilities:
- Provide strategic leadership for the Council's property estate, ensuring assets are managed effectively to support corporate priorities and service delivery objectives.
- Lead the preparation, implementation and review of the Council's Strategic Asset Management Plan and associated property strategies.
- Drive transformational property programmes, identifying opportunities for estate rationalisation, consolidation, income generation, service improvement and capital receipt generation.
- Lead the development of corporate property policies, procedures and frameworks to ensure consistency of approach across the organisation.
- Oversee the strategic management of operational and investment assets, ensuring property decisions deliver best value and support organisational objectives.
- Lead on strategic property reviews to ensure assets remain fit for purpose and aligned to changing service needs.
- Act as the Council's lead professional adviser on valuation matters and oversee the delivery of the corporate asset valuation programme in accordance with RICS and CIPFA guidance.
- Support the Head of Service in developing service plans, business improvement initiatives and long-term property strategies.
- Deputise for the Head of Property, Regeneration & Economic Development as required.
Responsibility for People ? Supervision/Management:
- Full management responsibility for professional property teams including Asset Managers, Development Surveyors, Graduate Surveyors and associated specialist staff. Determining and maintaining appropriate staffing structures, workforce plans and succession planning arrangements.
- Lead, motivate and develop a multi-disciplinary professional team, creating a culture of high performance, accountability and continuous improvement.
- Lead recruitment, performance management, workforce development and employee wellbeing activities across the service area.
- Champion professional practice and continuous professional development, including leadership of the APC training programme.
Person Specification ? Qualification, Knowledge, Experience & Skills
Essential
- Educated to degree level (or equivalent) in a relevant property related subject with substantial post qualification experience.
- Corporate membership of the RICS (MRICS or FRICS).
- In-depth knowledge of landlord & tenant matters and relevant legislation.
- Proven experience of undertaking a variety of valuations including asset valuation work.
- Demonstrable experience in development appraisal, regeneration or site delivery.
- Experience of supervising staff and supporting professional development including APC.
- Able to evidence strong communication, negotiation and report writing skills.
- Significant experience of strategic asset management and corporate property portfolio management.
- Proven experience of leading complex property programmes and organisational change initiatives.
- Able to demonstrate experience of advising senior leaders and elected Members on strategic property matters
- Demonstrable experience of developing and implementing property strategies, policies and business plans.
- Experience of managing substantial budgets and delivering financial efficiencies
- Full driving licence with access to a vehicle for work purposes.
