Job Description

We are currently recruiting for a Major Projects Programme Delivery Lead (Interim) requirement with a local authority in the West Midlands, ideally suited to someone with extensive experience leading large-scale regeneration, infrastructure, economic development, or place-based programmes within a local authority or public sector environment. Candidates with experience delivering complex regeneration programmes, transport infrastructure projects, operational readiness programmes, and stakeholder engagement across regional partnerships would be of particular interest.

Major Projects Programme Delivery Lead (Interim)

Start Date: September 2026 / ASAP

Duration: 9 Months

Rate: Negotiable (Inside IR35)

Working Pattern: Hybrid (3 days onsite in the West Midlands but potential flexibility)

Duties:

  • Provide senior leadership across the Council's major regeneration, infrastructure and place-based programmes
  • Bring together multiple projects into a single integrated programme aligned to the Council's strategic priorities
  • Coordinate cross-Council operational activity, governance, reporting and readiness planning
  • Act as client lead for the Council's Ecosystem Masterplan, overseeing procurement, mobilisation and delivery
  • Establish governance frameworks, programme dashboards, risk registers and reporting arrangements
  • Identify programme dependencies, risks and opportunities and drive solutions to delivery challenges
  • Prepare Cabinet reports, executive briefings, member updates and programme assurance reports
  • Work collaboratively with regional Transport partners
  • Maximise regeneration, economic growth and investment opportunities arising from significant transport and infrastructure investment
  • Ensure successful delivery of major regeneration, placemaking and town centre transformation initiatives

Requirements:

  • Significant experience leading major regeneration, infrastructure or economic development programmes
  • Strong background operating within local government or complex public sector environments
  • Proven ability to lead multi-disciplinary programmes involving a wide range of stakeholders
  • Experience working with elected members, senior leadership teams and external partners
  • Knowledge of regeneration, place-making, infrastructure delivery and capital programmes
  • Experience establishing programme governance, reporting and assurance frameworks
  • Strong stakeholder engagement and partnership management skills
  • Experience procuring and managing external consultants and professional advisors
  • Ability to manage political, financial and reputational risk effectively
  • Local Authority experience is highly desirable
