Contracts Manager - Planned & Cyclical Works


Location: Cambridgeshire
Contract: Permanent
Salary: 60,000 + Benefits

1 Day on site per week 4 Days WFH



The Role


We are seeking an experienced Contracts Manager - Planned & Cyclical Works to lead the commercial and contractual management of all planned capital and cyclical works programmes. This is a strategic, governance-led role focused on value for money, financial assurance, and compliance across all frameworks and call-off contracts.
Acting as the contract owner, you will provide commercial oversight and governance across high-value programmes, ensuring contracts are robust, compliant, and delivering against organisational objectives and budgets.
You will work closely with the Assistant Director of Asset Management and the Planned & Cyclical Manager to support programme delivery, while maintaining clear accountability to the Finance Director for financial performance and to Procurement for contract and tendering compliance.



Key Responsibilities


  • Lead the commercial and contractual management of planned capital and cyclical works programmes

  • Act as contract owner across frameworks and call-off agreements

  • Provide governance, assurance, and oversight to ensure value for money and compliance

  • Conduct open-book financial reviews with contractors to ensure transparency, validate costs, and identify savings and efficiencies

  • Ensure robust financial control, forecasting, and reporting to senior stakeholders

  • Provide assurance to Finance on budget performance and risk

  • Ensure full compliance with procurement regulations, contract terms, and organisational standards

  • Support strategic decision-making through high-quality reporting and commercial insight


About You


  • Proven experience managing planned maintenance and cyclical works contracts in a governance or commercial capacity

  • Strong understanding of public sector procurement, frameworks, and call-off arrangements

  • Demonstrable experience of open-book accounting, cost validation, and financial challenge

  • Confident operating at a strategic level, engaging senior stakeholders across Finance, Procurement, and Asset Management

  • Highly analytical with excellent commercial judgement

  • Comfortable providing challenge and assurance rather than operational delivery
