The Role
We are seeking an experienced Pre-Construction Manager to lead all pre-contract activities and ensure the successful transition of projects from client instruction through to contract execution. This is a pivotal role within TG Escapes, focused on securing viable, profitable projects while coordinating internal teams, consultants, and clients.
This role is office-based at our Coventry Head Office, therefore candidates must be within a commutable distance, although flexible/hybrid working may be available for the right individual.
Key Responsibilities
Pre-Construction Leadership
Act as the primary point of contact during the pre-construction phase for clients, consultants, suppliers, and internal teams.
Lead internal pre-construction meetings, tracking actions, risks, and programme milestones.

Design Coordination

Manage information flow between clients and the design team.
Support procurement, onboarding, and management of external designers.
Ensure drawings and specifications are viable and meet client expectations.
Estimating & Commercial Support
Liaise with the commercial team on cost plans, estimates, and tender submissions.
Review subcontractor, consultant, and supplier quotations.
Challenge assumptions, value-engineer solutions, and mitigate commercial risk.
Support preparation of tender bids, proposals, and client presentations.
Programme Development
Establish preliminary design and manufacturing programmes aligned with TG Escapes’ build solutions.
Identify critical path items, procurement lead times, and efficiencies.
Coordinate with production and logistics teams to align sequencing with factory capacity.
Risk Management & Compliance
Identify and manage design, planning, ecological, commercial, and construction risks.
Ensure mitigation strategies are implemented and monitored.
Maintain compliance with CDM regulations, sustainability standards, and timber-frame safety and quality guidance.
Client & Stakeholder Management
Build strong relationships with clients, consultants, and stakeholders.
Lead client meetings, workshops, and presentations.
Ensure a smooth transition from pre-construction to delivery teams.
Handover to Delivery
Produce comprehensive pre-construction handover documentation.
Ensure design freeze, cost agreement, and scope clarity prior to contract award.
Support delivery teams during project mobilisation as required.

Proven experience in pre-construction within modular (MMC) or off-site construction.
Experience leading multidisciplinary design and technical teams.

Working closely with operational, commercial, and planning teams, you will manage the full tender lifecycle from initial enquiry through to submission, ensuring all risks, methodology, programme, and commercial considerations are fully captured. Key Responsibilities Lead preparation of detailed estimates for civil engineering tenders Review ITT documentation, drawings, specs, and contract conditions (NEC included) Carry out take-offs and build rates for labour, plant, materials, and subcontract packages Obtain and analyse supplier and subcontractor quotations Develop tender assumptions, clarifications, and exclusions Work with planners to align methodology and programme with pricing Identify commercial risks and opportunities within bids Support bid strategy and value engineering proposals Lead estimating handovers to project delivery teams Maintain cost databases and benchmarking data Support and mentor junior members of the estimating team Present estimates and key risk profiles to senior management About You Proven experience in civil engineering estimating (earthworks, drainage, highways, utilities, structures) Strong ability to build estimates from first principles Good understanding of NEC contracts and UK construction procurement Comfortable managing multiple tenders under tight deadlines Strong communication and commercial awareness High level of proficiency in Microsoft Excel Full UK driving licence Desirable HNC/HND or Degree in Civil Engineering, Quantity Surveying or similar Experience with estimating software (Causeway, Candy, CostX, Bluebeam etc.) Professional membership (ICE, CIOB, RICS) What's on Offer Competitive salary Key role on major infrastructure and civils projects, including work in Peterhead Strong career progression within a growing contractor Support for professional development and training Collaborative, safety-focused working environment
