Senior General Foreman - Heavy Civils Location: Cumbria Rate: £400-£450 per day Contract: Freelance / Contract Duration: Six weeks initially, with potential follow on projects Start date: October Hours: Monday to Friday, 7:00am-7:00pm An experienced Senior General Foreman is required to manage the site delivery of a specialist heavy civil engineering package in Cumbria. The initial project involves shaft construction using a caisson method. Further shaft, tunnelling and civil engineering packages are expected to follow, creating the potential for continued work beyond the initial six week programme. Reporting to the Project Manager, the Senior General Foreman will take day to day responsibility for site operations, directly managing approximately five or six operatives working across two gangs. There will not be an additional supervisor beneath the General Foreman. Applicants must therefore be capable of directly controlling the workforce while completing the detailed quality, safety and compliance documentation required within a highly regulated construction environment. Senior General Foreman responsibilities Take day to day responsibility for site operations and construction activities. Manage approximately five or six operatives across two working gangs. Coordinate labour, plant, materials and subcontractors. Plan and sequence daily and short term construction activities. Monitor productivity, progress and site performance. Deliver daily briefings, toolbox talks and task specific instructions. Implement RAMS, permits and safe systems of work. Coordinate temporary works activities with the Project Manager. Maintain accurate quality records, inspection documentation and site paperwork. Ensure work is completed safely, correctly and to programme. Identify and resolve site delivery issues. Monitor workmanship and ensure compliance with project specifications. Coordinate with the Project Manager and commercial team. Support client inspections, project reporting and progress meetings. Assist with project completion, handover and close-out. Essential experience Previous experience working as a Senior General Foreman or General Foreman within civil engineering. Strong heavy civils construction experience. Experience delivering shaft, caisson, tunnelling, deep excavation, reinforced concrete or comparable civil engineering works. Experience directly managing site operatives and subcontractors. Strong knowledge of construction sequencing and short term programming. Experience controlling labour, plant and materials. Good understanding of temporary works. Strong knowledge of RAMS, permits, briefings and safe systems of work. Ability to produce and maintain detailed quality and compliance records. Experience working within highly regulated or safety critical environments. Strong leadership, communication and problem solving skills. Willingness to remain hands on and directly control the workforce. Required qualifications Applicants should hold: Black CSCS Manager card. SMSTS. First Aid at Work. A relevant Temporary Works qualification. Experience within nuclear, energy, utilities or other regulated infrastructure environments would be beneficial but is not essential. Attend and lead project progress meetings. Coordinate with the commercial team regarding costs, variations and reporting. Identify and manage programme, technical, commercial and delivery risks. Strong temporary works experience. Previous involvement in design coordination. Experience managing directly employed site teams and subcontractors. Strong programme management and short-term planning capability. Commercial awareness, including variations, cost coordination and progress reporting. Experience working within highly regulated or safety critical environments. Strong client facing, leadership and communication skills. Ability to manage detailed quality, safety and compliance documentation. Qualifications Applicants should hold: SMSTS. First Aid at Work. Appropriate CSCS management card. Temporary Works Coordinator qualification. Experience working under NEC3 or NEC4 contracts would be highly advantageous. The Role: The Site Project Manager will provide day-to-day client-side assurance for 3 new heat network delivery programs, challenging contractor performance and coordinating site, stakeholder, commercial and reporting controls across civils and M&E interfaces. Key Responsibilities Package delivery and contractor interface Act as the day-to-day intelligent client interface for assigned work packages, geographical phases, street works, energy centres or discrete project scopes. Hold the Principal Contractor to account for programme, quality, safety, coordination and delivery commitments without taking over trade management. Drive schedule adherence, monitor construction progress and ensure issues are escalated with clear evidence and recommended actions. Quality, safety and technical assurance Undertake regular client-side site inspections and assurance checks across civils, street works, trenching, mechanical and electrical interfaces. Challenge poor QA/QC, incomplete records, unsafe practices, defects, handover gaps and non-conformance promptly and constructively. Support the preparation, review and maintenance of Project Construction Information packs and handover documentation. Ensure works are delivered in line with CDM Regulations, requirements, permits, method statements and agreed quality standards. Commercial and contract administration Support NEC3/4 or equivalent contract (JCT) administration, including review of Early Warnings, Compensation Events, payment applications and programme updates. Check contractor claims against site evidence, contract requirements and agreed scope before escalation to the Senior Project Manager. Maintain accurate risk, issue, action and decision logs for assigned work packages. Reporting and stakeholder management Provide accurate, standardised project data into tracking forms, KPI reports, dashboards and governance meetings. Manage local stakeholder interfaces including local authorities, highways teams, residents, customers and PC site teams. Support emergency repairs, leak management and operational handover activities where these intersect with project delivery. Skills & Competencies Minimum HNC/HND or equivalent experience in mechanical, electrical or civil engineering. Solid understanding of construction delivery, CDM Regulations, site assurance, QA/QC and heat network or utility interfaces. Working knowledge of target-cost/fixed-price contracts, NEC3/4 principles, Early Warnings, Compensation Events and payment application review. Ideal experience 3-6+ years in construction project management, site management, sub-agent, project engineering or project controls roles. Background in civil engineering, mechanical engineering, utilities, district heating, energy centres, street works or comparable infrastructure. Experience working with Tier 1/Tier 2 contractors, engineering consultancies or client side infrastructure teams. SMSTS, NEBOSH or IOSH experience desirable where supported by broader project management capability.
