Mass Haul Analytics Manager

Overview
We are seeking an experienced Mass Haul Analytics Manager to lead the assurance, governance, and reporting of earthworks and mass haul activities across a major infrastructure programme. This role will be responsible for establishing a robust earthworks assurance framework, ensuring accurate forecasting of material movements, maintaining audit-ready records, and providing data-driven insights to support programme delivery and risk management.
The successful candidate will act as the focal point for earthworks analytics, integrating contractor data, material tracking records, and programme reporting systems to create a single source of truth for decision-making.

Key Responsibilities
  • Earthworks Programme Assurance
  • Establish, implement, and maintain a programme-wide earthworks and mass haul assurance framework.
  • Provide assurance that earthworks progress, forecasting, and reporting are accurate and consistent across all project areas.
  • Monitor key earthworks performance indicators and identify emerging risks and opportunities.
  • Support programme controls teams with progress reporting, forecasting, and schedule performance assessments.
  • Ensure compliance with project governance requirements, standards, and reporting processes.
Material Tracking Document (MTD) Governance
  • Lead the management and assurance of Material Tracking Documents (MTDs).
  • Ensure MTDs provide a comprehensive, compliant, and auditable record of material excavation, movement, treatment, reuse, and disposal.
  • Conduct data reviews, audits, and quality checks of contractor submissions.
  • Ensure traceability of materials throughout the earthworks lifecycle.
  • Support environmental and regulatory compliance through robust material tracking processes.
Data Management & Analytics
  • Integrate contractor-reported earthworks volumes, MTD data, GIS information, and internal reporting systems into a consolidated reporting environment.
  • Develop and maintain dashboards and reporting tools that provide clear visibility of programme performance.
  • Analyse trends, variances, and performance data to support strategic decision-making.
  • Ensure integrity, accuracy, and consistency of earthworks and mass haul datasets.
  • Produce regular management reports and presentations for senior stakeholders.
Risk & Performance Management
  • Identify risks relating to material availability, mass haul balance, disposal capacity, and programme delivery.
  • Support mitigation planning and scenario modelling to optimise material movements and reduce programme risks.
  • Provide assurance that reported quantities align with design assumptions and construction progress.
  • Work closely with programme controls, environmental, commercial, and delivery teams to support risk-based decision-making.
Stakeholder Management
  • Liaise with contractors, project teams, programme controls, environmental specialists, and client representatives.
  • Challenge and validate contractor-reported earthworks data where required.
  • Facilitate workshops and reviews to improve reporting quality and consistency.
  • Present findings and recommendations to senior programme leadership.
Essential Requirements
  • Degree qualified in Civil Engineering, Construction Management, Geology, Quantity Surveying, Data Analytics, or a related discipline.
  • Significant experience in earthworks, mass haul, programme controls, or construction analytics on major infrastructure projects.
  • Strong understanding of earthworks operations, material movements, and mass haul principles.
  • Experience managing Material Tracking Documents (MTDs) or equivalent material assurance systems.
  • Proven experience developing reporting frameworks and performance dashboards.
  • Strong analytical and data management skills.
  • Experience interrogating large datasets and identifying trends and anomalies.
  • Excellent stakeholder engagement and communication skills.
Desirable Requirements
  • Experience working on major infrastructure projects such as HS2, Network Rail, National Highways, or large-scale civils programmes.
  • Knowledge of earthworks specifications and environmental compliance requirements.
  • Experience with Power BI, GIS systems, Excel, SQL, CEMAR, Primavera P6, or similar reporting platforms.
  • Understanding of programme controls, risk management, and forecasting methodologies.
  • Professional membership with ICE, APM, CIOB, RICS, or a related institution.
