To prepare option appraisals, feasibility studies, estimates and technical reports as required, ensuring that value is added to the work of the Technical Design Team through innovation and creativity and advising Clients and Service Managers on options and recommendations.
To manage, direct and monitoring works during the construction phase to include contract administration, variations, project costs and final accounts as appropriate. To assist with evaluating and determining appropriate actions where problems occur and reporting these to the client.
To operate within the policies, systems and business plans of the Technical Design Team and Company
To deliver all works in compliance with the Company’s Health, Environmental & Quality (SHEQ) standards and in line with OHSAS 18001 (Health & Safety), 14001 (Environmental) & ISO 9001 (Quality).
The role supports the deliverable outcomes for the management of a commercial and public property estate and is part of a team of Architects, Engineers and Building Surveyors.
The post holder will be required to work with other property professional teams to provide assistance and guidance for building construction works as a part of the Technical Design Team. Qualifications or Required Experience:

Key Accountabilities:
Development of estimations, project accounts, valuations, and pricing of designs to support building construction projects.
To price/forecast the cost of the different materials needed for the project.
Providing procurement technical advice and guidance on building construction projects, in particular guidance on Terms and Conditions (examples are (JCT and NEC). All technical information provided is to be accurate to legislative standards, ACoPs and best practice.
Prepare tender documents, contracts, budgets, bills of quantities and other documentation.
To manage the delivery of minor works and property construction projects utilising the project management process and principals within the organisation.
Measure and value the work done on site, for valuations and pay subcontractors accordingly in line with the company’s governance.
To issue works orders, track changes to the design and/or construction work and adjusting budget projections accordingly.
To issue Additional Instructions, Practical Completion and Completion certificates ensuring compliance with legislative, contractual and workmanship requirements including the briefing and commissioning of all consultants and clients.
To prepare option appraisals with recommendations, feasibility studies, estimates and the production of technical reports as required. Also to ensure that value is added to the work of the Section through innovation and creativity.
To assist with directing and monitoring construction works to include contract administration, variations, project costs and final accounts as appropriate and to assist in evaluating and determining appropriate actions where problems occur and report these to the client.
To create, as part of their development, specifications for tenders and to contribute to the procurement process to include evaluations and awards of contracts, ensuring Value for Money (VfM) is delivered without compromise to quality of the service/works completed.
To operate within the policies, systems and business plans of the Technical Design Team and the Company.
To deliver all works in compliance with the Company’s Health, Environmental & Quality (SHEQ) standards and in line with ISO 45001 (Health & Safety), 14001 (Environmental) & 9001 (Quality).
Undertake such other duties as may be reasonably expected at this level.
The role supports the deliverable outcomes for the management of a commercial and public property estate and is part of a team of Architects, Engineers and Building Surveyors.
The post holder will be required to work with other property professional teams to provide assistance and guidance for building construction works as a part of the Technical Design Team. The role is a mixture of office and on-site involvement and requires a good communicator who can provide clear instructions to and management of contractors.
Qualifications or Required Experience:
The applicant must have relevant qualifications in Quantity Surveying such as, Accredited Undergraduate or Post graduate degree by the Royal Institute of Chartered Surveyors and be a registered Chartered RICS Surveyor.

An award winning property development company has been rapidly expanding their team over the last 2 years are now looking for an experienced Quantity Surveyor with residential new build experience in join their team in Surrey.
You will be responsible for managing the costs of our residential property developments to enhance the revenue through careful negotiation and value engineering ideas, this role has the added benefit of working for a local company, privately owned which creates a product for local customers which we can be truly proud of.
Under the direction of the Head of Commercial to ensure contracts are placed with SubContractors at prices which give the best possible value for money and that these are subject to the Company’s standard terms and conditions plus additional conditions as appropriate. Also to ensure contracts are placed in sufficient time to avoid delay occurring to the site works. In addition, to making payments to Sub-Contractors when due.
KEY RESPONSIBILITIES:
Under the direction of the Head of Commercial to:
Assist with the preparation of building budgets when requested.
Check drawings to ensure the proposals / details are practical and economic.
Prepare Sub-Contract enquiries and send out for pricing in sufficient time to ensure that contracts are placed to suit the building programme.
Prepare and submit for approval a proposed sub contractor tender list.
Prepare Sub-Contract enquiries and send out for pricing in sufficient time to ensure that contacts are placed to suit the building programme.
Obtain a minimum of four competitive prices per trade for Contract work. Analysing prices when returned ensuring they are on a “like for like” basis, establishing the best value for money quotation.
Produce a detailed Trade Specific scope of works and qualification notes to accompany the enquiry documentation.
Present & submit to the Head of Commercial a completed Sub-Contract order approval form.
Place Contracts within approved budget values.
Place contracts / orders with Sub-Contractors in accordance with agreed terms and conditions.
Ensure Sub-Contractors are in possession of a current UTR status and the necessary insurances required under the contract and breakdown of labour / materials and plant, to accurately assess the tax liability.
Process stage payments to Sub-Contractors when due.
Process the deduction of contra charges from Sub-Contractors’ payments at the appropriate date.
Process the deduction of liquidated and ascertained damages where appropriate.
Process payment of retention monies when due.
Keep up to date with work requirements.
Attend company / project meetings as necessary.
Comply with Company controls, regulations and systems.
Issue Sub-Contractors with “Payless notices” to comply with timescales outlined within the Housing Grants, Construction and Regeneration Act 1996 where necessary.
Produce, agree and process final account for all trades within 8 weeks of project completion.
Produce full “Cost” liabilities report for each project. This is to include services, materials, sub-contract and prelim costs. These liability reports are to be produced on a bi-monthly basis in accordance with timescales set out by the Head of Commercial.
Liaise with & respond to requests from senior members of staff.
Review, value and process variation in accordance with contract terms and conditions.
Update the master sub-contract database with new sub-contractors on a weekly basis.
Assist control resolution of any building legal matters involving Sub-Contractors in conjunction with the Head Of Commercial .
Provide cost advice for Sales Team regarding variations / additional items.
Liaise with Technical Department to obtain information required for pricing / contractual purposes.
Conduct himself / herself in a manner which will not jeopardise or adversely affect the company’s operation.
When agreed by the Head of Commercial / Building Director:
Revise building programme dates.
Alter specifications in Contracts.
Place contracts at sums in excess of the budget value.
Withdraw or reduce the value of contra charges.
Waive the deduction of liquidated and ascertained damages from contracts.
Employ or dismiss staff / operatives or to alter any of the Company’s standard employment conditions.
Alter the Company’s standard terms and conditions.
Produce & issue seven day letters to Sub-Contractors whom are not complying with their contractual obligations.
Terminate Sub-Contractors contract in accordance with contract terms and conditions.
