What is the purpose of this role? To collect data relating to safety and future improvements so as to safeguard the travelling public, client and Amey, and assist the Senior Highway Inspector in all activities relating to inspections, including the production of reports that meet specified requirements and Utilities working on the highway. What will this role involve? Ensure accurate and effective collation of data Carry out inspections in accordance with the Well Maintained Highways Code of General Practice and our Client's Code of Practice Ensure contract compliance on data quality management issues Develop timely and accurate reports Comply with the relevant health and safety legislation Communication with third party claims team to provide evidence in the defence of third party claims Assist with the establishment and implementation of a programme of inspections and investigations Assist with project administration as required Record time accurately in project control systems Attend court to assist with the rebuttal of claims against the Highway Authority Liaise with the OCR and staff to ensure planning, operations and works are completed on time The effective use of validations, inspections, sanctions and charges to assist in the overall administration, inspection and enforcement of controls on the highway network (including control processes, e.g. discharges, overgrown hedges, encroachment, obstructions, etc.); That routine customer enquiries have been addressed, including liaison with the public or other highway stakeholders and issuing standard letters as appropriate Pro-active co-ordination of all activities on the highway network; To check, review and approve applications for permits and licences; The appropriate use of enforcement techniques, if necessary leading to the serving of notices and formally representing SCC; Adherence to appropriate parts of the Highways Act 1980, New Roads and Street Works Act 1991 (as amended by the TMA 2004) and Traffic Management Act 2004 (and any other legislation) in relation to highway control processes (e.g. TTRO'S, temporary traffic controls, skips, scaffolds, defects, overrun charging, FPN's, etc.) and implementing the application of these statutory duties. Quality of statutory undertaker's reinstatements, or other such street furniture, meet the national requirements of the specification, regulations and guidance; Liaison and dialogue with the public or other highway stakeholders with regard to highway activities whether licensed or unlicensed; That the highway is kept free from obstructions, including the need to issue standard letters to secure their timely removal; A close working relationship with Network Co-ordinators to focus resources on the areas where disruption is more likely; The effective use of validations, inspections, sanctions and charges to assist in the overall administration, inspection and enforcement of controls on the highway network; That routine customer enquiries have been addressed, including liaison with the public or other highway stakeholders and issuing standard letters as appropriate; Also to ensure close co-operation with the Operations/other service delivery teams in respect of safety and non-safety related defects are identified, reported and repaired in a timely fashion Complete minor repairsUndertake call out duties What are we looking for? Full current driving licence Appropriate qualification to relevant trade with extensive knowledge of relevant legislation and Codes of Practice Appropriate legislative and compliance HSEA training Relevant Inspectors courses and qualifications, including defect identification, monitoring and recording Qualifications specifically defined by clients including Professional Membership where deemed appropriate Relevant processes and procedures IT Literate Knowledge of the network Excellent communication skills (verbal/written) and be able to manage stakeholders at all levels Good all round project management knowledge Self-Motivated Able to work alone and prioritise workload Able to work under pressure Personal Highway Safety (PHS) certified CSCS touch screen health and safety (minimum) What makes this role unique?
