Job Description

Senior Quantity Surveyor – Residential New Build and Refurb – Waltham Cross, Hertfordshire

Job Purpose

To provide commercial expertise and be responsible for the financial delivery of a projectof any size or complexity to ensure that it is procured and delivered within budget and to the highest quality.

 

Key Responsibilities

Area Objectives Measures and Targets  

 

Package Management

Produce Subcontract Tenderers list for project team approval ·         Signed off prior to procurement Procure subcontract orders in line with the Procurement Schedule ·         Milestone dates are achieved Ensure subcontract orders reflect the package and scope of works requirements ·         Orders are accurate

 

·         No errors in the package details

Set up subcontract orders on AXIM to allow payments ·         Subcontractor details are accurate on AXIM Accurately value, certify and issue any relevant payment notices for the subcontract works in accordance with the conditions of their subcontract ·         Payments of subcontractors is accurate and on time

 

·         Minimal disputes and/or poor feedback

Agree subcontract final account on completion of works and certify payment and release of retention in stages as due ·         Accounts are agreed within 2 months of completion  

 

Cost Reporting

Complete Monthly Cost Report to accurately reflect the current position of the job and forecast the final financial cost of the project ·         Completed in accordance with the Cost Report Schedule

 

·         Subcontractor liabilities are accurate and up to date

Produce a monthly Preliminaries Cash Flow ·         Monitored and updated monthly Manage consultants fees and liabilities in conjunction with the project Technical Manager ·         Technical Consultants Tracking Schedule is kept up to date and fed in to the cost report monthly Carry out periodic check of AXIM against Cost Report to identify any anomalies ·         Accurate cost coding Cash Flows Produce a monthly project cash flow to monitor expenditure and income ·         Completed in accordance with the Cost Report Schedule Produce Housing Association cash flows ·         Completed in time for inclusion in valuation to Housing Association  

 

Housing Associations

 

Produce monthly client valuations and submit them in accordance with conditions of the main contract such that payments are received by the due date, taking full responsibility for the project’s cash position ·         Submit valuations and achieve payments on time

 

·         Accounts raise invoices on time

Attend monthly progress meetings providing:

 

Cash flow

Monthly update on procurement

Valuations/variations

·         Housing Association is fully informed as to the status of the job Submit and agree final account on project completion ·         Accounts are agreed within 1 month Banking Facility Collate Bank Club Facility Documentation, produce monthly valuations and attend monthly review meetings ·         Submit valuations and supplementary documentation on time General Attend internal monthly Project Review Meetings and provide an update on procurement, budget position and current preliminaries status ·         Project team are fully up to date and understand the project position Attend design team meetings and workshops to provide cost advice on what is being procured and when ·         Design team fully aware of cost implications and effect on prelims and programme Organise the following:

 

NHBC

Insurance quotes

Services connections and disconnections

Postcodes and street names                                  Metro only

Smart waste data management

·         All completed in line with task schedule/within the first two months of the project People Day to day management of trainees and support of their trainee programme ·         Trainees are fully supported and on track

Skills, Experience and Qualifications

 

Technical and Operational People Experience of working on mixed tenure private/affordable apartment developments (desirable not essential) Strong evidence of successful procurement and successful management of subcontractors Experience of using accounting packages   Proven financial management and cost control Qualifications and Experience Sound technical knowledge of subcontractor packages Minimum of 7+ years relevant experience in a Surveying role Strong IT skills, including advanced knowledge of Excel HND or construction related degree
