Interim Compliance Manager 550 - 600 per day (Inside IR35) Hybrid Working 6-Month Contract (Potential Extension) Oyster is working with a Local Aauthority seeking an experienced Interim Compliance Manager to lead the delivery of statutory compliance across a residential property portfolio. This is a leadership-focused role where you will be responsible for managing a compliance team, overseeing contractor performance, driving service improvement, and providing assurance to senior stakeholders. Whilst knowledge of fire and building safety is beneficial, the successful candidate will bring broad experience across statutory compliance and a proven track record of managing teams and contractors within a regulated environment. Key Responsibilities Lead and develop a compliance team, ensuring high levels of performance and accountability. Oversee statutory compliance programmes including Gas, Electrical, Fire, Water Hygiene, Asbestos, Lifts (LOLER), and Building Safety. Manage external contractors and consultants, ensuring contractual and regulatory compliance. Monitor compliance performance, KPIs, risks, and remedial actions. Support audit, inspection, and regulatory requirements. Produce reports and provide assurance to senior management. Drive continuous improvement across compliance processes, systems, and service delivery. About You Significant experience managing statutory compliance within social housing, local government, or a similar regulated environment. Strong leadership and people management experience. Proven ability to manage contractor performance and service delivery. Experience overseeing multiple compliance disciplines. Strong understanding of compliance governance, assurance, and risk management. Excellent stakeholder management and communication skills. Desirable Social housing experience. Experience working with the Regulator of Social Housing. Knowledge of Building Safety legislation. Relevant compliance, building safety, health & safety, or asset management qualifications.

This role will lead on the pre construction phase of multiple medium and high rise schemes, ensuring projects are fully scoped, compliant, and ready for delivery while securing funding and managing key stakeholders across the programme. Key Responsibilities Lead the planning and delivery of cladding remediation and building safety projects across a portfolio of residential buildings. Manage pre construction activities including surveys, specification writing, tendering, and programme development. Lead and coordinate funding applications to Homes England and related schemes. Oversee external consultants including architects, engineers, and cost consultants to ensure high quality and compliant design solutions. Ensure compliance with relevant legislation including the Building Safety Act, CDM regulations, and associated frameworks. Work closely with internal stakeholders to ensure effective risk management, reporting, and delivery of key milestones. Monitor budgets, timelines, and risks across projects, providing clear updates to senior leadership. Support procurement activities and contractor mobilisation in line with organisational processes. Strong understanding of building safety legislation and regulatory frameworks including CDM and the Building Safety Act. Experience managing pre construction phases including design development and procurement. Demonstrable experience working with external consultants and multidisciplinary teams. Experience supporting or leading funding applications to government schemes. Strong project management, risk management, and stakeholder engagement skills. Desirable Experience working within a social housing provider environment. Relevant qualifications in construction, project management, or building surveying such as RICS or CIOB. Overview Interim FM lead required to manage a district council property portfolio (community buildings, public conveniences, pavilions, offices). This role will focus on FM delivery, contract compliance, and supporting a live FM re-procurement, alongside overseeing minor works projects.
