Projects
Prepare competitive tender bids for contracts with Local Authorities, Public Utilities and private clients. Typical projects are roads, highways, car parks, highway improvements, 278 works, bridges, retaining walls earthworks and ground remediation, reservoirs and river works and utilities schemes etc.
Key Job Responsibilities
Involved in and oversee the whole process from tender submission and negotiation to securing project/contracts
Carry out material take offs and send out enquiries to subcontractors and suppliers for each tender. May be required to do Bill of Quantity take offs for certain drawing and specification tender opportunities
Price up all rates from basic principles broken down on a labour, plant, materials and subcontract basis

The client
A leading Civil Engineering contract from the Lancashire region are now looking for an experienced Civil Engineering Estimator. A well-established Civil Engineering contractor who have been running for over 30 years. They specialise in Infrastructure (roads, bridges, rail and sub-structures), and also public realm, landfill and waste projects.
Projects
Prepare competitive tender bids for contracts with Local Authorities, Public Utilities and private clients. Typical projects are roads, highways, car parks, highway improvements, 278 works, bridges, retaining walls earthworks and ground remediation, reservoirs and river works and utilities schemes etc.
Key Job Responsibilities
Involved in and oversee the whole process from tender submission and negotiation to securing project/contracts
Carry out material take offs and send out enquiries to subcontractors and suppliers for each tender. May be required to do Bill of Quantity take offs for certain drawing and specification tender opportunities
Price up all rates from basic principles broken down on a labour, plant, materials and subcontract basis
Send out sub-contract enquiries / compare and interrogate sub contract quotations
Price up all preliminary items for each tender in advance of finalisation with the Directors
Knowledge of CESSM, SMM7, Highways Method of Measurement
Excellent knowledge of various forms of Construction Contracts (NEC/JCT/ICE)
Compile tender deliverables if required. These may include but are not limited to: -
o Contract Programme (Microsoft Project)
o Labour Histograms
o Outline Methodology Statements
o Traffic Management Proposals
Good working knowledge of Excel / bespoke Estimating software such as Conquest or Valesco.
Attend pre-award / pre-contract meetings
Attend internal handover meetings to contract management
Good technical knowledge and able to fully understand technical specifications
Ability to undertake several estimates simultaneously and complete to agreed deadlines.
Analysis of tender documentation, interaction with Consultant Engineers, Architects and Clients
Good interpersonal skills to provide the client with a first class customer service
Qualifications: Degree or HNC in Civil Engineering
Knowledge and required Skills
Minimum 10 years experience in Civil Engineering Industry
Familiar with the Civil Engineering Standard Method of Measurement, Highway Method of Measurement and SMM 7
Fully IT literate. Experience in any proprietary Estimating packages would be useful preferably Valesco which my client have adopted as their estimating software.
Ideally from a Site Management background with a good understanding of construction techniques, productions and outputs.
Has preferably undertaken an estimating role in a similar, medium-sized civil engineering business

The Role
To manage and co-ordinate all estimating aspects of a bid, ensuring that high quality, competitive proposals are delivered to their customer in a manner consistent with the management system. To establish and maintain positive and effective relationships with customers, partners and bid team.
Role Description
*Where no Bid Manager is appointed and if required by the relevant Business Stream, lead the bid process to ensure that tender deliverables are produced in a timely and effective manner.
*Oversee and/or interrogate design options and 'value' solutions, and if appropriate, identify the attractiveness of a project based on sound estimating principles.
Activities to include:
Review customer's drawings and specifications to prepare accurate costing sheets for materials, labour and equipment ¬ Ensure compliance with procedures, including pre-construction gate process.
*Assess and manage risk and opportunity and support negotiations as part of the pricing process.
*Collate and review tender documents and submission requirements in a timely way, ensuring all financial information is identified and provided and accurate compliant design proposals are included ¬ Establish and agree key plant rates.
*Agree with engineering and planning key methods, outputs and plant selection. Detailed analysis of subcontractors' analysis. ¬
*Manage and coordinate the preparation of preliminary and general expense pricing including plant schedules and risk assessment. ¬
*Prepare tender settlement papers and carry out any belated adjustments as a result of tender settlements ¬ Provide bills of allowances as part of the commercial handover meeting.
*Responsibility for 'sign off' of all cost elements prior to any gate meetings or financial submissions ¬ Select suitable sub-contractors and specialists for each project.
*Ensure that key specialists are utilised on each bid to optimise: design, specification, programme and value ¬ Manage the production of cost information for senior management.
*Provide considered responses to customer questions including post tender queries. Ensure that the project commercial team have received an effective handover of bid documentation. Represent the company and present tender proposals at customer interviews.
*Support the development and implementation of the appropriate digital toolsets to execute cost take-off and other estimating activities, such as 5D cost planning.
*Attend or carry out periodic Tender Health Checks and formal risk reviews to ensure that the identified risks are mitigated as far as possible in tender submissions.
*Ensure that cost planning and estimating are accurate and reflect the project requirements and risk profile.
*Provide mentoring on bids to less experienced Estimators and the bid teams, if required
*Maintain the company supply chain database/ Estimating system with tender information from allocated bids.
*Carry out measurement & take-offs, pricing and entering into the system.
* Ensure a relentless focus on Zero Harm * Support the delivery of Sustainability activities
Ideal Candidate
* Previous experience of managing/implementing all aspects of the estimating process for highways projects, within the construction industry is required, along with a valid CSCS card, where applicable.
* Membership of a relevant professional body and/or a relevant professional qualification is desirable, such as RICS/CIOB/RIBA/ICE/CIBSE.
ONLY CANDIDATES WITH UK CIVIL ENGINEERING/INFRASTRUCTURE (ESTIMATING) EXPERIENCE WILL BE CONSIDERED FOR THIS ROLE.
