Senior Quantity Surveyor / Estimator Groundworks & Civil Engineering Contractor North West Location: North West Projects: New-build housing developments Up to 10m Engagement: Long-term Freelance initially, with Permanent opportunity Start: ASAP We are working with an established groundworks civil engineering contractor specialising in new-build housing developments across the North West. Due to continued growth and an increasing workload, they are looking to appoint a Senior Quantity Surveyor / Estimator to head up their commercial function. This is a key appointment for the business, with responsibility for managing the commercial and estimating function across a range of residential groundworks and civil engineering projects. The Role You will take ownership of the commercial side of the business, working closely with the Directors, operational teams and clients from tender stage through to final account. Projects typically include: New-build housing developments Groundworks and infrastructure Roads and drainage Section 278 / 38 works Sewers and utilities Plot works and foundations External works and infrastructure Projects ranging in value up to 10m Key Responsibilities Lead and manage the commercial function Prepare and review tenders, estimates and budgets Manage subcontractor procurement and packages Cost planning and forecasting Prepare valuations, applications and payment assessments Manage variations, change control and commercial risk Cost reporting and project forecasting Subcontractor account management Client and main contractor liaison Prepare and agree final accounts Identify opportunities to improve margins and commercial performance Work closely with the Directors to support the company's continued growth About You We are looking for an experienced Quantity Surveyor / Estimator with a strong background in groundworks and civil engineering, ideally gained within the new-build housing sector. You should have a good understanding of: Residential groundworks Plots, roads and sewers Infrastructure and drainage Civil engineering packages Estimating and tendering Subcontract procurement Commercial management and cost control This would suit someone who is currently operating at Senior QS / Commercial Manager level, or an experienced QS/Estimator looking for the opportunity to take ownership of a commercial department within a growing contractor. Due to the awarding of several new Frameworks and bidding for works in new sectors/disciples, our client a major Tier 1 contractor is seeking to employ several Estimators and Senior Estimators to be based from either their Warrington or South Yorkshire office (we are looking for both permanent and freelance staff with options for hybrid working). They deliver maintenance frameworks, capital delivery and complex civil engineering across the UK, including bridge reconstruction, environmental infrastructure, highways, tunnels, station works, lineside civils and utility installations. Key Responsibilities: - Effective registration, control, and administration of tender documentation - Preparation and management of tenders from receipt of documents through to delivery - Presentation of tenders to senior management at tender review meetings - Liaison with the Supply Chain team in respect of placing supplier/subcontractor enquiries - Technical and commercial appraisal of construction labour, plant, materials, and temporary works - Take-offs from drawings and production of cost-effective tenders from first principles - Effective analysis and pricing of risks - Preparation of tender submission documents - Preparation of estimating reports - Providing assistance to proposals and contract management functions Requirements: - Previous experience as a Senior Estimator in multi-disciplinary civil engineering sectors such as rail, highways, aviation, and/or utilities and power - First Principles Estimating experience - Civil engineering project experience - Experience as a Senior Estimator in a civil engineering contractor organisation - Working knowledge of Excel (& Word) and estimating software
