Quantity Surveyor - Roofing (Pitched & Flat) and Externals - Social Housing & Public Sector - Essex The Company We are currently collaborating with a main contractor that specialises in the Responsive repairs, planned maintenance and retrofit projects for local authorities and housing associations. With offices across the UK the company now employs over 700 skilled operatives and specialists delivering a national solution with a local focus. Since their inception 20 years ago, the company has grown rapidly having completed works on over 5,000 tenanted properties and now turnover in excess of 80 million offering comprehensive works covering full kitchen and bathroom replacements, electrical rewires, boiler changes, new heating systems, disabled adaptations, external insulated rendering, general roofing, loft insulation, and external environmental works. The Role Our client is seeking to appoint an experienced Quantity Surveyor to join their Roofing Division. This is a key commercial role responsible for managing the financial and contractual performance of roofing projects delivered within social housing frameworks. The successful candidate will oversee cost control, procurement, subcontractor management, valuations, and final accounts, ensuring projects are delivered profitably and in line with contractual obligations. The role will involve close collaboration with operational teams, clients, and subcontractors to ensure commercial success while maintaining high standards of service delivery. Roles and responsibilities include but are not limited to: Manage the full commercial lifecycle of roofing contracts Prepare and submit interim valuations and final accounts Monitor project costs and forecast financial performance Identify and manage variations and change control processes Ensure accurate cost reporting and margin protection Produce monthly CVRs (Cost Value Reconciliations) Prepare and issue subcontract enquiries Analyse and negotiate subcontractor quotations Draft and administer subcontract agreements Manage subcontractor payments and performance Ensure supply chain compliance and value for money Ensure compliance with relevant contract forms (e.g., JCT, NEC, bespoke frameworks) Manage risk and identify commercial opportunities Support dispute resolution where necessary Maintain accurate commercial records and documentation Liaise with local authorities and housing association representatives Attend client progress and commercial meetings Provide commercial input to operational and project delivery teams Build and maintain strong working relationships with stakeholders Monitor budgets and cost plans Provide regular financial updates to senior management Assist in pricing new works and tender submissions where required Ensure projects meet targeted profit margins

The Role Our client is seeking an experienced Senior Quantity Surveyor to join their Roofing Division. This is a senior-level commercial position responsible for overseeing the financial and contractual management of multiple roofing contracts within social housing frameworks. The successful candidate will play a key role in protecting margins, managing risk, and leading commercial activities across a portfolio of works. In addition to project-level responsibilities, the Senior Quantity Surveyor will provide leadership and guidance to junior commercial staff and support strategic commercial decision-making within the division. Roles and responsibilities include but are not limited to: Take overall commercial responsibility for multiple roofing contracts Ensure projects are delivered in line with agreed budgets and profit targets Lead monthly CVR reporting and financial forecasting Provide strategic commercial input to senior management Identify commercial risks and implement mitigation strategies Manage the full commercial lifecycle from contract award to final account Prepare, review, and submit interim valuations Oversee variation identification, pricing, and agreement Manage change control processes Lead final account negotiations and settlement Oversee subcontract procurement strategy Lead negotiations with subcontractors and suppliers Ensure robust subcontract documentation and compliance Monitor subcontractor performance and payment processes Drive value engineering and cost-saving initiatives Provide guidance and mentoring to Quantity Surveyors and Assistant QSs Review and approve commercial reports prepared by junior team members Support professional development within the commercial team Promote best practice and commercial governance Act as key commercial contact for clients (local authorities & housing associations) Attend and lead commercial meetings Build and maintain strong client relationships Support dispute resolution and claims management where necessary Assist in pricing and reviewing new roofing tenders Contribute to bid strategy and margin setting Support mobilisation of new contracts Provide commercial input into contract negotiations

Your new company My client is a leading multi-disciplinary construction and property consultancy. They provide a range of consultancy services that include building & quantity surveying, project management, architecture & master planning, civil & structural engineering, mechanical & electrical engineering, sustainability, and health & safety. As Senior Building Surveyor, you will either be working on a large social housing framework contract managing refurbishment and maintenance projects across SE postcodes, alternatively you will be working on education projects taking over from a Senior Manager looking to move away from the sector. The projects they've won alone in the lockdown period, will see them through to mid 2022 without taking in to account the projects they had before, putting them in a strong position if another lockdown was to occur. You will be working in a team of 12, where you will report into an Associate and have junior surveyors beneath you. At the moment there is a mix of WFH and working in the office which is currently led by the employee, the Partner managing the division has no desire to change that so this role would be ideal for someone looking for a better work - life balance. Your new role In the role of Senior Building Surveyor you will be tasked and measured in the following; preparing tender documentation comprising schedule of work, producing CAD drawings/plans, overseeing tender procedures and evaluation of tenders, managing contracts and controlling expenditure within budget and time, carry out the duties of Principal Designer under the CDM Regulations 2015, undertake Building and Condition Surveys, carry out inspections of construction work, write specifications of work, carry out the duties of Contract Administrator, carry out the role of Surveyor under the Party Wall etc Act 1996 and undertake Property Title investigations. What you'll need to succeed In order to be considered for this role you will need to have the following; knowledge of Asbestos management duties, H&S legislation and CDM Regulations, experience in Management of Small to Medium sized projects, identifying building defects and preparing specifications, working knowledge of IT systems and software such as MS Project, Office, & AutoCAD and knowledge of the JCT forms of Contract. You will ideally be MRICS or close to taking your APC interview. What you'll get in return As part of the package for this role, you can expect a salary of up to £55k along with a 25 days holiday + bank holidays which goes up to 30 after time served, reimbursement for APC and professional examination costs, professional fees paid for, pension options and life assurance. You will be managing costs for responsive repairs, cyclical decorations and lifecycle repairs contracts servicing more than 9,000 social housing units. This is fast paced and challenging role; you will be balancing the requirements of residents, the Client and your new company to ensure the best outcome for all parties. You will be responsible for making sure all billing is in line with requirements, working with key subcontract partners, ensuring that works undertaken are accurately quoted, processed and paid in line with supplier agreements. Repairs span the full spectrum of trades and include electrical repairs, carpentry, plumbing, iron mongery and much more. Maximising the value to the Client and your new company, ensuring the smooth running and ongoing cost effectiveness of contracts. You will be friendly, motivated, reliable and a hardworking individual, with a proven track record of working on similar projects within a similar industry sector.
