The Role Reporting to the Deputy Director of Finance and Property, you will provide strategic leadership and direction for the Council's Facilities Management function, ensuring the effective management, maintenance and compliance of a diverse property portfolio. You will lead the development and implementation of FM strategies, oversee contractor performance, ensure statutory compliance, and drive sustainability and net-zero initiatives across the Council's assets. Key Responsibilities Lead and manage the Council's Facilities Management and building services function across corporate properties and partner services. Develop and implement FM strategies, policies and governance arrangements to ensure effective service delivery. Oversee the management and maintenance of the Council's property assets, ensuring compliance with all relevant legislation and regulatory requirements. Ensure all buildings are appropriately inspected, maintained and reviewed to maximise asset performance and value. Manage statutory compliance programmes, including risk assessments, remedial works and health and safety obligations. Lead contract management, procurement and supplier performance activities to ensure value for money and high-quality service delivery. Oversee FM-related energy initiatives, lifecycle maintenance programmes and projects supporting the Council's net-zero carbon ambitions. Direct and monitor contractors, consultants and specialist service providers, ensuring delivery against agreed budgets, timescales and performance standards. Provide strategic advice and reports to senior officers, elected members and key stakeholders on property, facilities and asset-related matters. Support the delivery of capital projects and property improvement programmes across the Council's estate. About You To be considered for this role, you will have: Significant senior-level experience in Facilities Management, Estates Management, Property Services or Asset Management. Experience leading FM operations within a Local Authority, public sector or similarly complex organisation. Strong knowledge of statutory compliance, health and safety legislation and property-related regulations. Proven experience managing contracts, procurement processes and external service providers. Experience overseeing property maintenance, lifecycle programmes and capital projects. Strong leadership, stakeholder engagement and budget management skills. A degree in Facilities Management, Building Surveying, Property Management, Estates Management or a related discipline. CIWFM (or equivalent professional membership/accreditation).
