The Role: The Site Project Manager will provide day-to-day client-side assurance for 3 new heat network delivery programs, challenging contractor performance and coordinating site, stakeholder, commercial and reporting controls across civils and M&E interfaces. Key Responsibilities Package delivery and contractor interface Act as the day-to-day intelligent client interface for assigned work packages, geographical phases, street works, energy centres or discrete project scopes. Hold the Principal Contractor to account for programme, quality, safety, coordination and delivery commitments without taking over trade management. Drive schedule adherence, monitor construction progress and ensure issues are escalated with clear evidence and recommended actions. Coordinate between contractors, design teams, operations, local authorities and internal stakeholders to maintain delivery momentum. Quality, safety and technical assurance Undertake regular client-side site inspections and assurance checks across civils, street works, trenching, mechanical and electrical interfaces. Challenge poor QA/QC, incomplete records, unsafe practices, defects, handover gaps and non-conformance promptly and constructively. Support the preparation, review and maintenance of Project Construction Information packs and handover documentation. Ensure works are delivered in line with CDM Regulations, requirements, permits, method statements and agreed quality standards. Commercial and contract administration Support NEC3/4 or equivalent contract (JCT) administration, including review of Early Warnings, Compensation Events, payment applications and programme updates. Check contractor claims against site evidence, contract requirements and agreed scope before escalation to the Senior Project Manager. Maintain accurate risk, issue, action and decision logs for assigned work packages. Reporting and stakeholder management Provide accurate, standardised project data into tracking forms, KPI reports, dashboards and governance meetings. Manage local stakeholder interfaces including local authorities, highways teams, residents, customers and PC site teams. Support emergency repairs, leak management and operational handover activities where these intersect with project delivery. Skills & Competencies Minimum HNC/HND or equivalent experience in mechanical, electrical or civil engineering. Solid understanding of construction delivery, CDM Regulations, site assurance, QA/QC and heat network or utility interfaces. Working knowledge of target-cost/fixed-price contracts, NEC3/4 principles, Early Warnings, Compensation Events and payment application review. Ideal experience 3-6+ years in construction project management, site management, sub-agent, project engineering or project controls roles. Background in civil engineering, mechanical engineering, utilities, district heating, energy centres, street works or comparable infrastructure. Experience working with Tier 1/Tier 2 contractors, engineering consultancies or client side infrastructure teams. SMSTS, NEBOSH or IOSH experience desirable where supported by broader project management capability.
