Job Description

We are recruiting a Senior Asset Stock Condition Surveyor to play a leading role in safeguarding and improving our Housing Revenue Account (HRA) housing stock for a local authority on a initial 3 month contract.

About the Role

As Senior Asset & Compliance Surveyor, you will be responsible for monitoring, assessing, and enforcing property- and asset-related regulatory standards across the Council s HRA housing portfolio.
Your core responsibilities will include:
  • Undertaking comprehensive stock condition surveys and inspections
  • Identifying hazards and assessing risks in line with the Housing Health and Safety Rating System (HHSRS)
  • Ensuring compliance with statutory housing standards, including Decent Homes Standard
  • Assessing component lifecycle requirements and planning asset investment needs
  • Leading project work relating to stock condition, regulatory compliance, and asset improvement
  • Providing technical guidance and oversight to Area Surveyors, Repairs Surveyors, and wider asset management colleagues
  • Supporting strategic asset planning to ensure long-term sustainability of the housing portfolio
The ideal candidate will have the following skills and experience:
  • Significant experience in housing asset management or property surveying
  • Proven experience undertaking stock condition surveys and compliance inspections
  • Strong working knowledge of HHSRS and Decent Homes requirements
  • Experience assessing building components and lifecycle planning
  • Ability to lead technical projects and provide professional advice
  • Excellent analytical, reporting, and communication skills
  • A relevant professional qualification (e.g., RICS, CIOB or equivalent experience)
  • You will be proactive, solutions-focused, and comfortable working both independently and collaboratively across multidisciplinary teams.
