Job Description

Overview

Head of Building Control - £650 per day • Inside IR35 • 6 Months • London Local Authority

You will lead the Council's Building Control service, ensuring compliance with the Building Safety Act 2022 and delivering a high-performing, customer-focused team that protects public safety and supports sustainable development.

Responsibilities
  • Provide strategic and operational leadership across the Building Control function, ensuring compliance with Building Regulations and associated legislation.
  • Lead a team of Building Control Surveyors, fostering a culture of innovation, collaboration, and continuous improvement.
  • Deliver a risk-based operational strategy aligned with the Building Safety Regulator's requirements and the Council's wider strategic priorities.
  • Represent the Council in legal proceedings, including Magistrates Court, and manage emergency responses to dangerous structures.
  • Drive commercial growth through partnerships, marketing strategies, and service expansion beyond borough boundaries.
  • Maintain ISO 9001:2000 accreditation and ensure robust quality management systems are in place.
Qualifications
  • Educated to degree level in a relevant subject such as Building Control, Building Surveying, Construction, Structural Engineering, or equivalent.
  • Member of a relevant professional body such as RICS, CABE, CIOB or equivalent, with a Building Control bias and evidence of meeting CPD requirements.
  • Demonstrated competence in plan examination and site inspections, ideally in a specialist area such as structural, thermal, access, fire engineering, or external wall systems - working at Level 6A of the LABC Detailed Competency Matrix.
  • Dedicated to obtaining the training and qualifications required to hold a Building Safety Regulator (BSR) licence in line with the Building Safety Act 2022.
  • Proven leadership in Building Control within a local authority or similar regulatory environment.
  • Strong commercial acumen with a track record of income generation and service development.
  • Excellent stakeholder engagement skills, with the ability to influence across internal and external networks.
