JOB DESCRIPTION: Purchasing Manager, Senior Buyer - building products / ventilation
The primary focus of the Purchasing Manager role is to run the purchasing team and manage all direct and indirect spend. We pride ourselves on treating our suppliers like we do our customers. Strong relationships are at the centre of our business, and we treat all our external partners in the same fashion.
In additional we will be looking for the Senior Buyer to:
· Manage and develop existing purchasing staff
· Manage a total spend of circa £3.5 Million
· Negotiate and agree contracts
· Analyse and manipulate data to management information and reports
· Monitor supplier performance, including conducting supplier site audits
· Building and maintaining good relationships with new and existing suppliers

A Local Authority based in East London is looking for an experienced and motivated procurement Category Manager with extensive experience of complex construction and capital projects. This is a full time, Permanent position and the successful candidate will be an integral part of the growing team, delivering sustained excellence and innovation across construction and capital programmes to benefit our citizens, businesses and staff.
The successful candidate must have extensive experience with Construction project management, capital programmes and procurement.
This is a key role that works closely with senior managers and suppliers to lead, develop, deliver and manage the supply chain that supports construction. The scope of the role includes but is not limited to;
Lead construction procurements including competitive dialogues, management and monitoring of contracts and supplier performance to ensure value and quality of delivery.
Provide innovative procurement solutions to deliver high profile projects on time and on budget as a key member of multiple project delivery teams.
Provide strategic advice to leadership, identify opportunities and plan supply chain activities.
Work closely with managers and colleagues in Growth, Housing, Property, Legal and Finance across both Councils
The main accountabilities associated with the role include but are not limited to;

Take a leadership role on behalf of borough officers in direct negotiations with suppliers, clients and other providers of services.

Advise Directors, Members, staff, external consultants and others on complex procurement and contractual matters associated with capital projects.
Provide professional challenge and advice to colleagues, managers and partner organisations.
Manage responses to complex professional or politically sensitive issues within the area of responsibility.
Lead major procurements using the appropriate methods and procedures. Guide relevant procurements via DPS.
Manage major projects and control allocated resources from support services and service areas
Lead on delivery of sustainable procurement outcomes required by the programme, covering all elements of sustainability.
The successful candidate will be able to demonstrate the following competencies/attributes;
Educated to degree standard or equivalent
Relevant professional qualification
Full member of Chartered Institute of Purchasing and Supply (MCIPS) or equivalent strategic procurement/sourcing experience
Extensive knowledge of experience of applying modern best practice construction procurement contracts from concept through to delivery,
Suitable experience on major capital programmes and complex projects
Experience of developing and successfully delivering sourcing solutions, realising strategic objectives
