The client
A leading Civil Engineering contract from the Lancashire region are now looking for an experienced Civil Engineering Estimator. A well-established Civil Engineering contractor who have been running for over 30 years. They specialise in Infrastructure (roads, bridges, rail and sub-structures), and also public realm, landfill and waste projects.
Projects
Prepare competitive tender bids for contracts with Local Authorities, Public Utilities and private clients. Typical projects are roads, highways, car parks, highway improvements, 278 works, bridges, retaining walls earthworks and ground remediation, reservoirs and river works and utilities schemes etc.
Key Job Responsibilities
Involved in and oversee the whole process from tender submission and negotiation to securing project/contracts
Carry out material take offs and send out enquiries to subcontractors and suppliers for each tender. May be required to do Bill of Quantity take offs for certain drawing and specification tender opportunities
Price up all rates from basic principles broken down on a labour, plant, materials and subcontract basis
Send out sub-contract enquiries / compare and interrogate sub contract quotations
Price up all preliminary items for each tender in advance of finalisation with the Directors
Knowledge of CESSM, SMM7, Highways Method of Measurement
Excellent knowledge of various forms of Construction Contracts (NEC/JCT/ICE)
Compile tender deliverables if required. These may include but are not limited to: -
o Contract Programme (Microsoft Project)
o Labour Histograms
o Outline Methodology Statements
o Traffic Management Proposals
Good working knowledge of Excel / bespoke Estimating software such as Conquest or Valesco.
Attend pre-award / pre-contract meetings
Attend internal handover meetings to contract management
Good technical knowledge and able to fully understand technical specifications
Ability to undertake several estimates simultaneously and complete to agreed deadlines.
Analysis of tender documentation, interaction with Consultant Engineers, Architects and Clients
Good interpersonal skills to provide the client with a first class customer service
Qualifications: Degree or HNC in Civil Engineering
Knowledge and required Skills
Minimum 10 years experience in Civil Engineering Industry
Familiar with the Civil Engineering Standard Method of Measurement, Highway Method of Measurement and SMM 7
Fully IT literate. Experience in any proprietary Estimating packages would be useful preferably Valesco which my client have adopted as their estimating software.
Ideally from a Site Management background with a good understanding of construction techniques, productions and outputs.
Has preferably undertaken an estimating role in a similar, medium-sized civil engineering business

To work with the existing site-based T&C Co-ordinators to ensure a common approach to the integration of the principle user interfaces (Systems) within the stations, with particular focus on station operation rooms (SOR) and project control centre. This is to be done in a manner that ensures full integration between systems across the Central Operating Section of the project.
2. Principal Accountabilities
* Document the strategy for SOR integration both within the station and more widely with the Route Control Centre (RCC)
* Ensure that all systems integration and testing is completed by applying the strategy and managing multiple stakeholders across contracts in a complex matrix organisation
* Fully engage with the end users from LUL, RFL and MTR and support the handover and adoption of the systems in the SOR and RCC
* Apply practical systems integration know-how and control room experience to ensure a fully integrated set of station systems
