Job Description
Site Estates Manager required to take up permanent role at RAF Brize Norton, Oxfordshire.
Main Purpose of the Job:
Manage team and Supply Chain performance to ensure that all statutory, mandatory and reactive performance indicators are consistently achieved within area of responsibility. Develop collaborative relationships with stakeholders in order to best deliver mutually beneficial and satisfactory solutions. Make decisions and deliver solutions that impact the site team and liaise with internal and external customers to deliver high service levels. Use developed communication skills to influence internal and external stakeholders, and adapt complex messages to suit the audience.
Technical Responsibilities:
Manage service delivery of all maintenance and response works in accordance with Government Regulatory and Statutory undertakings, complying with all Health & Safety and Environmental standards and policies
Where statutory and mandatory compliance of assets is not possible, provide technical support for the management and mitigation of risk and chair the Site Risk Meetings
Manage production and regularly review appropriate work plans in accordance with local budgets to achieve programmes and financial commitments, whilst meeting the changing operational need
Ensure all documentation relating to maintenance and response works is completed and distributed in a timely manner and recorded against the appropriate assets in the Work Manager system and provide up to date detail to Land & Asset Management Services
Own the development, approval and maintenance of every ESTS, FASP and ESRs across the establishments within are of responsibility
Confer with local Defence Infrastructure Organisation (DIO) representatives to agree scope and priorities of work, agree outline plans and review management & tasks on a regular basis
Identify opportunities on establishments that will support the MoD's carbon reduction targets. Lead service delivery and Additional Works to incorporate sustainable solutions and support the sustainability agenda
Confer with the Additional Works team to ensure that all works are completed to the required standards, that relevant documentation is handed over in a timely manner upon completion and that it is recorded against the appropriate assets in Work Manager.
To oversee ongoing completion of Quality Assurance, Health & Safety, Security & Fraud and Sustainability processes

Pro-actively manage all works by driving excellence through clear and effective direction, delegation and sound decision making
Ensure the management, recruitment, motivation and development of staff and operatives, to deliver the agreed level of service with an appropriate base of suitably skilled and qualified people
Create the environment in which teams and individuals are responsible and accountable for their actions and perform at their best, improve performance and realise their full potential
Essential Skills & Experience Profile:
Requirement to travel extensively across all sites within area of responsibility
Significant practical management in Construction, Property Maintenance or related field including:
Management of the operational delivery of Estate Management tasks
Leading an operational team to achieve KPIs
Maintaining strong relations with the customer and meeting customer expectations
Planning, directing and controlling activities
A general manager with experience of managing site operations, including:
Demonstrable experience of working in a collaborative environment.
Planning, directing and controlling activities
Agreeing scope and priorities of work
Proactive performance management and continuous improvement
Implementation of HR procedures, incl. Disciplinary, Grievance, Capability
Experience of managing a budget typically of £5million annual revenue
Essential Training & Qualifications:
HND level qualification in a Building/Civil Engineering or Electrical/ Mechanical Engineering or a related discipline or equivalent experience
Management level qualification in H&S and Environment (e.g. SMSTS)

Technical competencies:
Plan resources effectively, set clear objectives and monitor to ensure milestones and targets are met
Through the use of available technology review and analyse data to identify ensuing trends and implement best practise and lessons learnt across the contract
Manage compliance, encourage evaluation and review to find effective new ways of working within the contract
Manage the implementation Health & Safety policy, ensure compliance with changing legislation, identify any areas of improvement to ensure best practise within area of remit
Demonstrate a sound understanding of Construction & Property Maintenance legislation and processes and maintain focus within the team to deliver results
