Job Description

This role for a Planning Policy Officer has been released on a temporary basis for 3 months initially. Main Duties: * To assist the Spatial Planning Team in the preparation, production, delivery and review of the Local Plan and related planning policy workstreams, such as the production of supplementary planning guidance, and the Community Infrastructure Levy and related Infrastructure Delivery Plan. * To lead on information gathering and evidence base work, including land use research to inform the Local Plan. This will include town centre healthchecks and industrial surveys. * To monitor residential housing supply by accurately recording development schemes granted planning permission through to their construction and completion. This includes timely updates to the Mayor's London Development Database, and compilation of the 15 year housing trajectory and 5 year housing supply. * To provide relevant Council departments with up to date S106 monitoring information to inform their spending decisions and ensure optimum use of available fund, and answer a range of internal and external queries relating to planning obligations. * To provide high quality and timely planning advice to other Council services, such as on planning applications to Development Management and housing trajectory advice to Education and Housing services. * To assist with preparatory work for high profile consultation events relating to Planning Policy where there is engagement with the public and other external bodies. * To lead on the timely and accurate collection of indicators for the Authority Monitoring Report (AMR) and preparation of the report with clear presentation of findings and recommendation. * To provide and assist in the preparation and presentation of written or oral reports and briefings for examinations in public, to Cabinet, Planning Committee, Area Forums and other bodies, and to attend and lead meetings with Members as necessary, * To ensure planning policy information on the Council website is update, especially evidence base libraries. You should match the following criteria: * Relevant work in either a local authority planning department or planning consultancy having played a significant role in the development of planning policy * Relevant experience in research and information gathering with appropriate knowledge of the planning process and related issues. * Strong knowledge of planning policy development and familiarity with the aims and operation of the Local Plan system * Demonstrates an ability to maintain an up- to- date professional awareness and application of legislation, local, sub-regional and national policy, professional developments and political announcements to the area of work. * Ability to undertake research and monitoring work and demonstrate the capability to analyse results to identify and evaluate policy options * Preparing reports, and drafting Local Plan policies and proposals * Produces a wide range of written communications which are clear, fluent, concise and jargon-free, and are readily understood by the recipient. Writes on complex issues and contributes to reports. * Manages time and prioritises work in short and longer term in an effective and productive way. * Quickly grasp numerical and other planning information, and presents data in a clear and accurate manner * A knowledge of and the ability to use Information Technology, particularly spreadsheets and databases to an advanced level, and its use in Planning information systems. * Demonstrate an ability to organise their time to prioritise urgent tasks and meet deadlines * Uses both established and innovative procedures to break problems down into parts and can relate the parts to colleagues within the team.
