We are recruiting a highly skilled Senior Quantity Surveyor specialising in Mechanical Services to lead commercial management across Southwark Councils major Individual and District Heating contracts, Water Hygiene and Building Energy Management Systems, managing over 8,000 jobs per month. This is a specialist, high-value, high-complexity role, central to the delivery of safe, compliant and resilient heating and water services for thousands of residents. This position covers some of the Councils largest contracts, where annual contract values exceed £20m and involve complex technical and statutory requirements. We're looking for someone who can confidently navigate major mechanical services contracts and bring rigorous commercial assurance to mission-critical infrastructure. To ensure that fire safety risks are effectively identified, assessed, managed, and mitigated by undertaking fire safety inspections, supporting compliance programmes, and providing professional fire safety advice. The role contributes to maintaining safe environments for residents, employees, contractors, and visitors while ensuring statutory compliance. Main Areas of Responsibility Conduct Fire Risk Assessments (FRAs) in accordance with recognised industry standards and current fire safety legislation. Review existing FRAs and validate the quality and suitability of completed assessments. Identify fire safety deficiencies and recommend appropriate remedial actions. Prioritise fire safety risks and support the development of risk mitigation plans. Carry out fire safety inspections and audits across residential, commercial, and mixed-use properties. Provide technical guidance to internal teams, contractors, and stakeholders on fire safety matters. Monitor the progress of fire safety remedial works and verify completion. Maintain accurate records, inspection reports, and compliance documentation. Support regulatory inspections, audits, and enforcement actions where required. Keep up to date with changes in fire safety legislation, guidance, and best practice. Main Accountabilities Deliver high-quality Fire Risk Assessments within agreed timescales. Ensure compliance with the Regulatory Reform (Fire Safety) Order 2005, Building Safety Act 2022, Fire Safety Act 2021, and other relevant legislation. Produce clear, accurate, and evidence-based fire safety reports. Escalate significant fire safety risks appropriately. Support organisational compliance with internal fire safety policies and procedures. Liaise effectively with building managers, contractors, residents, and enforcement authorities. Contribute to continuous improvement of fire safety management systems. Mandatory Experience Demonstrable experience undertaking Fire Risk Assessments in residential, commercial, or public sector properties. Recognised Fire Risk Assessment qualification (e.g., Level 3 or Level 4 Certificate in Fire Risk Assessment or equivalent). Good working knowledge of: Regulatory Reform (Fire Safety) Order 2005 Fire Safety Act 2021 Building Safety Act 2022 Relevant British Standards (including BS 9999 where applicable) Experience producing detailed FRA reports and prioritising recommendations. Experience inspecting a range of building types, including higher-risk residential buildings where applicable. Strong report writing and communication skills. Ability to interpret technical guidance and provide practical fire safety advice. Full UK driving licence (if travel between sites is required). The role is peripatetic as it is primarily attending resident's flats and carrying out Person Centred Fire Risk Assessments, however, can we put 2 days at the office per week (flexible). You will lead the end-to-end RPEEPs process, ensuring residents at risk are identified, assessed and supported with proportionate, effective mitigation measures. The Special Projects Contract Manager will lead the delivery and management of high-risk, safety-critical contracts relating to external wall systems (EWS) across a large residential portfolio. The role will oversee exploratory and investigative works to support building safety compliance, risk mitigation, and remediation strategies, while ensuring robust contract performance, financial control, and legal recovery where applicable. Key Responsibilities Contract & Project Management Manage and oversee safety-critical contracts delivering investigative works across a high volume of buildings.
