Accountabilities & Responsibilities: Promote a proactive event, non-conformity, and observation reporting and learning culture that supports GBE-N's values and strategic objectives across all business functions and projects. Establish governance and procedures for sentencing, reporting of notifiable events to enforcing authorities, capturing and sharing organisational learning across GBE-N and its partners. Develop and implement a structured investigation process and root cause analysis methodology, leading and supporting investigations into events and incidents, identifying root and contributory causes where required. Design and implement metrics to monitor the effectiveness of a positive reporting culture and learning from experience, including repeat event analysis. Define and track corrective actions to prevent recurrence, ensuring timely closure and verification. Facilitate the dissemination of lessons learned across the GBE-N, Project Teams, Delivery Partners, Technology Partners, Construction Partners, and wider supply chain. Conduct effectiveness reviews to assess the embedding of organisational learning. Maintain and report on key performance indicators related to event reporting, action management, operational learning and improvement. Promote a proactive learning culture that supports GBE-N's values and strategic objectives, including the dissemination of industry wide relevant learning from the nuclear and other high hazard industries. Knowledge, Skills and Experience required: Essential: Proven experience in operational excellence, incident investigation, or continuous improvement within a high-hazard or regulated industry (e.g. nuclear, energy, aerospace). Strong working knowledge of event reporting and organisational learning in the context of the construction project lifecycle and the practical application of learning during: site mobilisation, setup of welfare, traffic management interfaces, enabling works, earthworks, lifting, temporary works, civil construction, mechanical and electrical installation, commissioning and handover in high-hazard/regulated industry. Strong interpersonal and communication skills, with the ability to engage and influence stakeholders and the supply chain at all levels, including experience of holding to account and driving a culture of improvement. Experience in tracking and reporting performance metrics and improvement actions including leading and lagging indicators, repeat event analysis, hotspots and trend detection. Experience in use of analytical tools such as Power BI, Excel, SharePoint and/or EHS platform reporting modules. Demonstrable experience designing and implementing an organisational learning framework (Learning from Experience / LfE), including learning cycle and governance, taxonomy for learning, mechanisms for LFE capture, validation, and adoption into procedural controls. Evidence of delivering measurable improvements through reduced repeated events, improved reporting quality, effective corrective action completion and verification. Proven experience as the operational owner (or SME lead) for an event reporting management system (EHS/HSSE platform) including: Minor system configuration, workflow design, data modelling, permissions and controls, user experience improvements, guidance, and standardisation of reporting quality, action management (assignment, escalation, overdue controls, verification, closure quality) and comfortable with defining data reporting requirements. Experience in implementing end-to-end process governance covering reporting thresholds and classification, triage, investigation routing, tracking adoption and learning communication. Experience developing and assuring investigation quality and consistency including investigation standards, templates and decision trees. Experience building dashboards and reports for multiple audiences including executive, Programme teams and site construction teams. Desirable: Familiarity with Nuclear Site License Condition 7: Incidents on the site, WANO and / or IMPO nuclear industry standards and regulatory expectations is highly desirable. Experience developing, implementing and maintaining an event reporting and organisation learning system aligned to recognised standards and competencies (e.g., ISO 45001 or equivalent company systems).
