Main Duties / Responsibilities: Operational Property Manager ? Report to the Director of Environment & Property and provide leadership to the division in the management of Architectural Design, Quantity Surveying, Building Maintenance, Energy Efficiency and Facilities Management provision. ? Manage, direct and advise on the Councils procurement strategy in respect of design and construction requirements. ? Operational Property Manager Manage, develop and motivate staff within the Division, to maximize delivery of an effective and efficient service. ? Act as budget holder for the services managed, including the management of the annual Corporate, Operational Property and Building Maintenance budget. ? Manage the multi-million Corporate, Capital Programme budget, in respect of construction related projects undertaken/commissioned by the Division. ? Operational Property Manager Prepare the Corporate, Core & Major Asset Strategy, to feed into the development of the Corporate 5-year Capital Programme. ? Operational Property Manager Prepare reports for submission to Council and Cabinet meetings as required. ? Operational Property Manager Act as Building Manager for the Town Hall and the Guild Hall (subject to any agreement reached on its future/partnering arrangements. ? Management of the whole range of construction and facilities related services in respect of the Councils properties and assets. ? Manage energy efficiency and water minimization across the Councils property portfolio including all necessary duties related to the attainment of Carbon Neutral status in line with Council Policy. ? Ensure that all relevant services are delivered effectively and fully implement the appropriate Council Policies. ? Operate financial management systems that provide capital, revenue and fee management information for use within the department and for clients. ? Develop systems and services within the Service to support effective electronic working and the principles of e-government. ? Undertake design services, including drawing and plan preparation using CAD systems. ? Act as Project Manager for the implementation of construction schemes and provide overall management supervision of staff undertaking such schemes on behalf of the Division. ? Provide advice and support to internal clients on all aspects of property development, including Planning requirements, Building Regulations and duties under the Constructions (Design and Management) Regulations 2015. ? Assist in the overall management of the Directorate, including all aspects of staff management, recruitment and development. ? Management of health and safety issues in relation to Property and Facilities Management, including C.D.M., Fire Risk Assessments, Legionella and Asbestos Risk Management and general building health and safety. ? Liaison with statutory bodies, external partners, and client organization to effectively enhance the quality of the Councils buildings. ? Implement the requirements of the Equality Act 2010, in Council properties, advising clients on needs to comply with legislation. ? Manage effective support services to the Councils central administration buildings, including mail, reception, portering and security services, in order for the Council to provide flexible and responsive services. ? Undertake such other duties and responsibilities appropriate to the post or grade as agreed by management. ? Emergency Planning In the event of a peacetime emergency, be responsible for the management of the response of your Department as documented in the Councils Emergency Plan and your Departmental Emergency Plan, with reference the sections defining the main emergency roles of your Department and to respond appropriately upon being contacted. Furthermore and in the absence of the Director, be responsible for the management of the response of your Directorate, as documented in the Councils Emergency Plan, with reference to the section defining the main emergency role of your Directorate. Specifically, the Operational Property Manager will, upon the activation of the Councils Business Continuity Plan, act as the Premises Coordinator and will play a crucial and pivotal role in response to a subsequent business interruption. Purpose: Estates Surveyor As a Estates Surveyor in the Estates Strategy & Development (ES&D) team, you will manage the council's property transfers and disposals, ensuring compliance with regulations. Your role includes assessing properties, developing business cases, and overseeing transactions to support the council's strategic goals. You will join the Estates Strategy and Development Team at Somerset Council who are responsible for the strategic management of a portfolio consisting of around 4,000 assets, including 1,300 buildings and 2,300 parcels of land. The role is responsible for managing, overseeing, and delivering a variety of complex estates casework to achieve strategic objectives for the council, ensuring effective management and development of the council's estate. Coordinating disposals of non-operational assets through the whole delivery cycle will be a major part of the role - from advising on potential values, appointing agents for a broad caseload of real estate transactions acquisitions with self-directed responsibility for individual transactions valued up to c. £1,000,000. All estates surveying activities are conducted with a long-term planning perspective-typically spanning approximately 10 to 15 years for landlord and tenancy management, and extending beyond 30 years for acquisitions, disposals, and development casework. The role involves regular travel to a variety of sites around Somerset, including inspection or review of a wide range of assets, some are located in rural areas. Responsibilities Estates Surveyor Delivery of the council transfer and disposal programmes ensuring full compliance with section LG Act. Help deliver councils Strategic Asset Management Plan ensuring council has the right assets in the right places for effective service delivery. Contribute to asset class reviews and the development of asset class strategies Undertake options appraisals in relation to community and surplus properties informed by feasibility studies and viability analysis Develop business cases to deliver the right property solutions which are financially sustainable and in line with council's priorities Oversee and undertake property transfers and disposals at pace but ensuring process is followed. Develop heads of terms and instruct legal regarding transfers, sales, leases Accountabilities: Estates Surveyor Assisting the Principal Estates Surveyor and other (ES&D) team members primarily in the disposal of surplus Council property, liaising with Property Agents, solicitors Internally & external), other property professionals - as well as close liaison and cooperation with other Council departments. Mandatory Experience / Skills Required Essential: Estates Surveyor Educated to a degree level or equivalent in a relevant field Demonstrable experience of estate management in particular asset transfers and disposals Ability to work at pace and under pressure Ability to work from Somerset Council Offices 2 days per week
