3 days in the office £600 per day MAIN PURPOSE OF THE ROLE: To act as the Council's Principal Advisor on Planning, Economic Development and Climate Change To provide an effective and successful planning and regulatory service that enables development to meet the physical, economic and social needs of the borough and the wider spatial area. To prepare and implement the Council's strategy to mitigate climate change, including climate action projects jointly across Council service areas. Ensuring that staff and service performance is well managed, makes continuous improvements and that comprehensive accountability systems are maintained. To develop and maintain effective links with the private sector, Hertfordshire Futures, County Council, other Local Authorities and other key groups to enable the Council to maximise growth opportunities and inward investment to the area. As a member of the Senior Management Team, to proactively contribute to the Council's effective corporate governance and the formulation of corporate strategy, policy, plans and targets; communicating and sharing responsibility in delivering the Council's corporate vision and strategic objectives. To be accountable for the economic, efficient and effective delivery of all services in the service group the continuous improvement of service quality in these services, and for exploring and securing innovative ways of working, including opportunities for shared services, partnership working and income generation. To ensure the Leader, relevant Cabinet Members, and Chair of Planning Committee and any other relevant committees are provided with appropriate support and professional advice.

Contract
1. To test, service maintain and refurbish single phase electrical installations as directed. 2. To undertake Electrical Inspection & Condition Reports (EICR's) to properties as directed. To undertake each EICR in accordance with IET / NICEIC guidelines and good practice - guidance Note 3. Complete certificates and submit for Quality Assurance (QA) by Duty Principal Holder (DPH) Complete EICR's to other installations as instructed. To undertake minor works and repairs to electrical installations as required following the EICR. 3. To undertake annual testing of emergency lighting installations as directed in accordance with the Emergency Lighting Code of Practice BS5266-1:2005. Complete an Emergency lighting Inspection and Test Certificate annually for each property. 4. To record all details of time attendance and materials used. To follow the Councils policies and procedures with regards to obtaining materials. To be accountable for all materials and goods procured from the Councils suppliers. 5. To establish review and maintain in consultation with ESD Supervisor van stock and other stock as may be required to facilitate the performance of the ESD. 6. Undertake all works in accordance with current edition of wiring regulations and good practice guidelines. 7. As directed, undertake Portable Appliance Testing (PAT). 8. As required or instructed attend update and training courses for current Requirements for Electrical Installations BS7671, CPD seminars, internal training courses etc. 9. To organise and timetable allocated work as an individual as a team and in conjunction with Co-ordinator, Electrical Services Division to ensure timely completion and sensible programming. 10. To ensure compliance with all relevant Health and safety legislation. 11. To keep fully abreast of changes and advances in legislation, technology techniques and materials, ensuring that best value, continuous improvement and best practice are always at the forefront of the service. 12. To provide all necessary information to ensure the timely issue of statutory notices to leaseholders. To provide information to customers and other colleagues to facilitate recharging of costs.
