A client within the Public Sector based in Greater Manchester is currently recruiting for a Head of Housing Capital Programmes and Delivery to join their Capital Programme Service as soon as possible. The client is offering a full-time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a housing capital delivery environment. The Role Key purpose of the role will be to provide effective leadership and strategic oversight for the delivery of housing capital investment programmes, ensuring projects are delivered on time, within budget, and to the highest quality standards. The postholder will manage multi-disciplinary professional teams and oversee the development and implementation of a fully costed 30-year investment plan. Key responsibilities will include but not be limited to: • Leading on the planning, design, and delivery of major housing investment projects.• Managing commercial performance across all projects, ensuring delivery in accordance with contractual obligations.• Developing and maintaining a robust asset management strategy aligned with Manchester's low-carbon objectives.• Overseeing financial performance, providing accurate cost advice, lifecycle costing, and value engineering.• Building effective partnerships across the Council, contractors, and the supply chain to drive innovation and best value. The Candidate To be considered for this role you will require:• A degree-level qualification in a relevant construction or project management discipline (e.g. BSc/BEng/MSc).• Full professional membership of a recognised body such as RICS, CIOB, or ICE (or working towards Chartered status).• Proven experience delivering large-scale capital or housing projects within a public sector environment.The below skills would be beneficial for the role:• Strong leadership and team management capabilities.• In-depth understanding of JCT and NEC contracts, and CDM 2015 requirements.• Strategic financial management and commercial negotiation experience.The client is looking to move quickly with this role and as such are offering £350 per day Umbrella LTD Inside IR35 (approx. £250 per day PAYE). This role will take the lead on a range of mechanical and electrical projects, ensuring delivery to time, cost, and quality standards while maintaining strong stakeholder engagement throughout. Responsibilities: Lead the delivery of M&E capital projects from inception through to completion and handover. Coordinate and motivate project teams, managing contractors, consultants, and internal stakeholders. Take ownership of budgets, procurement, and project performance in line with council governance. Ensure full compliance with Health & Safety legislation, CDM Regulations, and corporate policies. Build effective working relationships with residents, client departments, and the Asset Management team. Attend evening and occasional weekend meetings where required to support project delivery. Requirements: Proven experience delivering M&E or Capital Works projects within local authority, housing, or public sector environments. Strong understanding of project and contract management, procurement, and leaseholder engagement. Knowledge of CDM, compliance, and Health & Safety standards. Maintenance Surveyor - Kent (Housing Association) £29.50 PAYE / £37.00 Umbrella (Inside IR35)37 hours per weekOngoing contractA Housing Association in Kent is seeking an experienced Maintenance Surveyor to join their regional team. You will be responsible for managing the delivery of responsive repairs, void works, and cyclical maintenance programmes, ensuring value for money and compliance with all statutory and safety regulations. Responsibilities: Deliver an effective, customer-focused maintenance service across a housing portfolio. Carry out pre- and post-inspections, diagnostic surveys, and prepare detailed technical reports. Oversee contractor performance to ensure quality, timeliness, and adherence to budgets. Manage local budgets of around £2m, ensuring accurate spend and value for money. Support disrepair, insurance, and complex works cases, providing professional advice and reports. Conduct major void inspections, ensuring timely turnaround and compliance with lettable standards. Promote health, safety, and compliance standards in all maintenance operations. Work collaboratively with residents, contractors, and internal teams to achieve excellent customer satisfaction. Requirements: Diploma in Surveying, Property and Maintenance (Level 3) or equivalent.
