Spencer Clarke Group are working closely alongside a Local Authority in West Yorkshire to assist with the appointment of a Structural Engineer on an interim contract. Contract Details Pay Scale – Inside IR35 – Negotiable dependent on experience Location – Hybrid working – Site / office visits required Contract Length – Minimum 6-months. Possibility of extension Key Responsibilities • Managing the performance and responsibility for a range of capital projects involving multi-discipline and single discipline design teams preparing new build, refurbishment and remodelling building contracts. • Act in the role of Structural Design on routine and complex projects and manage design teams within a trading account. You will be able to initiate, develop and promote the professional, commercial and contractual factors affecting service delivery including applying information technology to best advantage. • Act as the Councils Technical Authority in relation to its Built Environment and Assets, developing, implementing, monitoring and amending technical specifications, strategies, practices and standards to ensure compliance with all statutory requirements. • Provide advocacy as a technical structural expert to the Capital Delivery and Development team during implementation of projects and to Senior Managers, Elected Members, Council Cabinet, Scrutiny, Partners and all Stakeholders. Experience Needed • Post qualification demonstrable design experience in their area of excellence on both single and multi-discipline capital or revenue projects • A detailed knowledge of structural issues associated with new build, extensions, remodelling and refurbishment of all building types including historic and listed buildings • Provable experience over the last five years in leading and managing single/multi-disciplinary design teams. • Proven track record of production and delivery of structural work packages to an agreed level of performance and standard. Spencer Clarke Group are working alongside a local authority based in Havering to appoint a talented Planned Works Surveyor / Project Manager on a contract basis. As a Planned Works Surveyor / Project Manager , you’ll provide an effective & responsive service to Havering residents relating to refurbishment, reinvestment and new build schemes including appointment of consultants, project management, contract administration, contractor, consultant and works supervision and health and safety to determine the best options and resources available on a case by case basis. To be responsible for the monitoring and management of performance within the area of responsibility, ensuring that internal and external standards are met and improved upon with the aim of achieving high resident satisfaction. To carry and manage an individual case load or projects and to work as part of the multidisciplinary team to successfully deliver the HRA Planned Works programme. About the role: Significant track-record of operating in a technical, property services environment, specifically in relation to construction, refurbishment, investment and renovation gained at project manager level within a local authority, housing association, government body, private developer or agency or similar. Experience of effective multi-disciplinary working. Experience of working effectively within a complex political environment as well as evidence of delivering and monitoring clear standards of performance and service delivery outcomes. Experience of working on defined operational projects, working to tight deadlines and objectives with minimum supervision Possess an excellent working knowledge of all elements of Building, Contracts and Housing Legislation and Practice in particular around statutory and regulatory compliance. Ability to maintain a thorough and up to date knowledge of relevant policy and strategy areas, including, but not exclusively: a. Havering’s housing strategy and related sub strategies. b. Havering’s social housing allocations policy. c. Codes of guidance from central government. To be a confident, engaging communicator, able to positively handle contact with clients from a range of backgrounds and with complex needs. Have the ability to build and maintain a good understanding of wider council and department objectives, services and initiatives and an understanding of how these interface with delivery of housing services. The ability to handle conflict, or potential conflict situations with clients who may be distressed, dissatisfied or potentially aggressive/ violent. The ability to build & maintain a thorough working knowledge in using data and project management systems to ensure data quality and effective sharing of work. Proven ability to work with several software applications in conjunction, and proficiency in Microsoft and database use. As a successful Senior Building Control Surveyor, your duties will be: Carrying out the full range of proactive Building Control or Public Safety duties and act as a senior professional taking the lead on projects where required.
