The Highway Works Programmer will be expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes, but will not have direct authority over those involved.
The Highway Works Programmer will be required to aggregate and be responsible for the inclusion of the Council’s annual programme of works on the Streets Register, Council’s website in accordance with Section 58 of the New Roads and Street Works Act.
Ensuring parity between works for road purposes and utility works at all times
Provide advice and guidance to term contractor and Consultants in regards to street works and their legal requirement for compliance
Identify collaborative working opportunities
Act as a point of contact for advice and assistance in regards to works for road purposes
The Highway Works Programmer will be responsible for Permit Application submitions in regards of works for road purposes; applying and agreeing conditions of work
The Highway Works Programmer will be responsible for approval of Temporary Traffic Regulation Orders, Road Closures, highway licence application in regards to works for road purposes county wide.
Ensure that any variation permit received in regards to works for road purposes are processed in line with relevant processes and within the legislative timescale ensuring none are deemed.
Ideally degree / HNC / ONC in a highway, street works, construction field or 5 years relevant experience
Qualified as a Street Works Supervisor
Extensive working knowledge of the Traffic Management Act 2004 and the New Roads and Street Works Act 1991
Minimum of 5 years experience working within a Highway, Engineering or street works role
Experience working within a Street / Engineering environment
Experience of working with Contractors
Ability to monitor and programme conflicting work on the highway over 12 months in advance
Proven experience in developing , interpretation and maintaining a multi agency programme of work over multiple years
Knowledge of Local Government accounting procedures
Working knowledge of the Highways Act 1980
Working knowledge of a Street Works Permit scheme
Working knowledge of works on the Highway
Working knowledge of Highway design and construction
Experience of managing and directing works for road purposes
Competence is using Street Works Electronic Transfer of Notices (EToN) systems
Extensive knowledge of street work methodology

Duties
To manage the on site operational resources (people, supply chain and physical assets) in order to implement the delivery plan for the assigned project safely, on time, to the required quality, whilst maintaining customers’ satisfaction and delivery in accordance to the project budget.
Ensure that appropriate & adequate site records are maintained including but not limited to, Daily site opening and closure reports, Site Managers Report, daily diary, weekly labour, plant, materialsand goods received/returns, progress photographs, Site Inductions, and all relevant Health and Safety records
Understand the project financial position at all times and contribute to forecasts and managing expenditure.
Assist the management team in the formulation of contractual strategies relating to Projects, and then ensure that such strategies are implemented
To deliver and fulfil programmes of works and contracts safely, on time, and to the required quality while maximising gross margin and customers' satisfaction. In particular, to ensure compliance with the clients policies, procedures and best practice relating to the implementation of the project(s) and the management of the site(s)
Gross Revenue Budget : Dependant on size of project as determined by Head of Service Range £10k to £1.5m

Demonstrate knowledge, expertise and experience in managing social housing projects, refurbishment, Planned major & minor works ranging from £10k to £1.5m, repairs and maintenance,5 years minimum experience in delivering projects of this nature are required.
Detailed, working knowledge of Health & Safety Legislation and C.D.M requirements relating to building construction and project delivery.
Understanding of Budgets, valuations and costs to ensure projects are delivered within budget
