A hugely successful Global Infrastructure Consultancy actively needs graduate Assistant Project Managers to support the delivery of major critical highways infrastructure projects in Wales. You can be home based, with the flexibility to meet in the Regional offices and on Client sites when necessary or beneficial for all. The business needs to recruit ambitious civil engineers with proven experience in civil engineering and administration of the NEC suite of contracts to join the Highways Consultancy team in Cardiff. The team is involved in some of Wales’s most complex and stimulating engineering projects that are diverse and technically demanding. Overview To provide competent and professional project and programme management services to the Project Sponsor or Client in the delivery of our commissions across several key projects. To provide support to and engage with senior project managers to ensure appropriate information is provided and advising on project delivery issues. To provide support to the senior project managers in the administration of contracts, in particular the administration of NEC PSC and NEC ECC contracts. To manage and / or deliver programmes of work to meet defined objectives. To deliver distinct elements of projects or contribute to the delivery of overall programmes of work. The ideal candidate should have a working knowledge of infrastructure projects and in particular highways. Alongside this, a working knowledge of the NEC suite of contracts, particularly the ECC is hugely beneficial. Duties will cover the project lifecycle including preliminary design assessment, procurement, contract administration and post contract delivery. You will be responsible for – Assisting in the management of projects and programmes of work, ensuring appropriate use of resources to deliver the required scope of work within set deadlines. Contributing to the management of a range of projects and monitoring progress in order to support the delivery to time and quality standards. Working within established financial systems and clearing project objectives to produce plans, schedules and track budgets, highlighting variances in order to manage and control project delivery targets. Liaising with all external and internal stakeholders to enable the projects to progress without delay, ensuring that all reasonable requests are met in a timely efficient manner. Co-ordinating, scheduling and reporting of activities related to stakeholder management, benefits management, business change management and project communications as agreed with the Project Sponsor. Supporting the Project Sponsor or client in the development of the business case. Establishing the cost estimate for the project in line with the budget expectations including setting an appropriate level of risk provision or contingency. Planning and defining the project scope necessary to meet the project objectives. Planning and sequencing activities required to deliver the project scope and developing the project schedule. Assessing project risks and the development of response and mitigation actions. Interfacing with the Programme Manager, Project Managers and Planners to deliver professional and competent advice and support, to ensure that the projects are managed in accordance with the contract and meeting the required reporting deadlines. Assisting in managing a programme of current workload in order that all commissions receive the relevant allocation of resource to deliver them efficiently. Assisting the Senior Project Managers in the undertaking of NEC Project Manager duties including:- Assessing contractor submissions and preparing correspondence. Co-ordinating activities related to design reviews and applications for approvals, consents and regulatory requirements by contractors and / or design consultants. Ensure that all appropriate technical, safety, security and environmental standards are understood and correctly applied during the project implementation to ensure the project is compliant with all relevant standards, regulations and legislation. Monitor, control and report on project progress including providing regular, timely, accurate, progress reports, cash flow and cost of completion forecasts to the Project Sponsor or Client. Keep records of works undertaken and working with asset managers to ensure accurate as built records including health and safety information are created. Assist the Project Sponsor or Client in defining the contract strategy, the selection and coordination of contractors and suppliers and ensuring that the execution of the project is in accordance with contract and the job specification. Follow contract risk management and processes to support the senior project manager, client and wider project team in necessary change and commercial aspects of project delivery. Responsibility for internal management of projects including quality, fee and health and safety matters. Qualifications Bachelor / Master’s degree qualified in civil engineering or other relevant business discipline. Working towards a relevant professional certification or have chartered engineer (IEng or CEng) status. Member of the Institution of Chartered Engineers appropriate to professional status. Desirable skills Proven track record delivering highway related projects. Experience in administering multi-disciplinary construction project work packages / contracts utilising forms of contract, typically from the NEC suite. Strong knowledge of best practice project management methods and techniques Up to date HSEQ knowledge and experience Good Commercial Management and financial management skills Highly competent in the use of the Microsoft suite of products Comfortable communicating with all levels of management, clients and stakeholders. Ability to work independently Will have analytical skills to make informed, balanced business decisions and reporting findings back to clients, colleagues and stakeholders. We require an experienced Environmental Manager to join a small, dynamic environmental and sustainability practice based out of their Clients Project Office on a very large and complex rail infrastructure project for the HS2 programme. The Environmental Manager will be responsible for monitoring compliance with project consents, environmental permits, legislation, assistance in the delivery of the EMS and supervision of environmental mitigation. Provide advice and support to the production team regarding the environmental constraints and processes. Responsible for managing / challenging / assuring construction EMR compliance and ensuring this is fully integrated into construction design, site works and programme. Responsibilities The day to day environmental management and inspection of works Production of site environmental plans and documentation Overseeing, in conjunction with the Head of Environment & Sustainability, the delivery of all measures detailed in the Site-Specific Environmental Management Plans (SS-EMPs) and supporting method statements Investigating and reporting on environmental incidents Management of the monitoring of air, noise and water in conjunction with discipline leads and in accordance within agreed limits i.e. Section 61s Liaising with the Delivery JV’s core environment & sustainability and project management teams Management of aquatic and terrestrial protected and invasive species Reviewing relevant production documents, including risk assessments, method statements and evidence relating to all proposed work activities Conducting tool-box talks or other environmental and ecological briefings to production team and sub-contractors Liaising with stakeholders and local authorities as required and undertaking other reasonable duties appropriate to the role. Skills & Experience A degree qualification in Environmental Management and experience which demonstrates applied knowledge of environmental and ecological procedures and compliance in the construction environment. There is an urgent need for experienced Environmental Manager to work within the Management Team of the HS2 programme at the early stages of schemes and project development. You will be working within an evolving Environmental Sustainability team ensuring that all environmental considerations are taken and actioned before, during and after construction. Provide advice and support to the preconstruction team regarding the environmental constraints and management issues in the Sub-Lots (SL). Responsible for leading environmental liaison and managing/challenging/assuring construction EMR compliance and ensuring these are fully integrated into construction design, methodology, cost and programme. The key internal interfaces will include - Design, Commercial, Consents, Preconstruction, Assurance, Health and Safety and Environmental Sustainability Teams. And principal external interfaces will be JV partners, the HS2 Environmental team, external Environmental and Construction teams, Stakeholders, Design Joint Venture and key supply chain members You will provide advice and support for the preconstruction team regarding the environmental constraints in the SL, raise awareness of key environmental issues and input into site training, and lead on liaison with the Enabling Works Contractor on the full range of ecological mitigation co-ordination and handover. Also, you will – Provide/facilitate writing of site environmental documentation. Manage / challenge the design of the environmental assets and reviewing the models in the SL for all environmental topics Ecology, Landscape, Archaeology and Built Heritage, Watercourse diversions, Water resources and flood risk, Waste, Contamination land, Noise & Vibration, Fencing, Land and Air Quality, Agriculture, Forestry and Soils that are to be produced in the MIDP. Ensure that construction methodology and programme is compliant with the EMRs and the U&As via the EMR Compliance Checklist & EMR Compliance Note Liaise with project managers/agents to gather all information needed for DJV to produce Dust risk assessment and Noise & Vibration Assessment Construction and Scoping Vibration Assessment Provides guidance and advice to the consents and pre-construction teams on HS2 and legal requirements Liaise with the Project manager/temporary works to ensure that the Carbon LCA (lifecycle Assessment) by Asset calculation is compliant with the construction programme and methodologies and ensure delivery of all necessary inputs data from the preconstruction team. Collaborate with all other parties Ensure a relentless focus on Zero Harm Essential experience: 5-10 years’ experience Large scale linear project experience (eg rail or highway). Significant experience with either a consulting engineer, main civil engineering contractor or a specialist environmental contractor. Experience of environmental design and mitigation Broad experience of all aspects of environmental design and works and impacts on 3rd Parties Strong verbal and written communication skills High standard of computer literacy Confidence and experience to challenge designs prepared by others The following qualities/experience are desirable: Qualified Environmental specialist or a related discipline is desirable; membership of a relevant professional body is advantageous Holding a valid CSCS card to visit sites is desirable These positions could either be full time, permanent positions or on long term contracts. There is an urgent need for experienced Ecologists to work within the Management Team of the HS2 programme at the early stages of schemes and project development. You will be working within an evolving Environmental Sustainability team ensuring that all creatures and natural habitat are protected throughout the development of the scheme and far into the future. Particular experience of water or flood defence consents (or similar) would be a huge advantage. You will provide pragmatic support and advice to the project teams and sub-contractors with delivering ecological requirements to programme, budget and quality standard. This includes on-site surveys, inspections and watching briefs, providing practical advice on programme and on-site measures, and providing practical advice on legal requirements and HS2 requirements. Problem-solve, finding practical cost-effective solutions to ecological challenges facing the project delivery, construction teams and sub-contractors. Liaise with contractors, sub-contractors, the Client and key stakeholders. Compile reports and other documentation as required. Develop and support implementation of ecological method statements and associated documents for construction Provide technical support for Biodiversity No Net Loss initiatives. Actively help deliver a culture of continual improvement of on-site ecological practice that is solution-orientated to support construction teams. Investigate and report ecological incidents You will be working with external stakeholders including Statutory consultees (Natural England, Wildlife Trusts, West Midlands Combined Authority and the HS2 Ecology team, and help develop robust and comprehensive ecological mitigation measures to deal with environmental risks, working collaboratively with the whole project team. Accountable for fit for purpose methodology and assumptions that can withstand external scrutiny. Essential experience Excellent knowledge of ecological management and mitigation Educated to Degree or Masters level in Ecological related subjects Excellent understanding of ecological legalisation for development Good level of commercial awareness Full UK driver’s licence and flexibility to travel Good understanding of environmental management for construction sites Excellent understanding of the utilities/construction/engineering operating environment Literate in MS Office – Word, Excel, Outlook Good interpersonal skills Excellent communication skills CIEEM Membership Experience of working on large scale infrastructure construction/highways projects Experienced with dealing with Natural England on such issues Understanding of the benefits of working collaboratively to obtain the best outcome for the project Determination to see tasks through to completion, with excellent planning and organisation skills.
