Principal Building Surveyor Akton Recruitment currently has an exciting opportunity for a Principal Building Surveyor to provide a full range of advice on housing options within the housing team of a local authority in the Basildon area GENERAL INFORMATION Building Management is responsible for the building management and facilities management function of the Council. Working with a variety of professional functions, this role will ensure that excellent forward planning takes place to support the maintenance and management of the Council’s buildings and the development of a Council-wide Asset Management and Maintenance Strategy. To carry out building surveying functions in respect of non-housing Council-owned premises or in respect of land and buildings in which the Council has a temporary or permanent interest. To monitor and manage a preventative maintenance programme in conformance with levels of service currently authorised to ensure compliance with statutory regulations and the Health and Safety at Work Act and good practice To report to the Team Manager, Building Management, regarding matters relating to property compliance, liaising with the Asset Strategy Compliance Officer regarding site audit and contractor audit to review compliance and ensure that follow up actions are implemented. As necessary, deal with other building surveying matters and advise other sections within the Council as to technical and financial aspects within the post holder’s competence, including the investigation of requests for routine maintenance and take appropriate action to ensure that such requests are properly dealt with. To plan and monitor minor works schemes to ensure satisfactory completion To plan the post holder’s programme of work in consultation with the Team Manager and to achieve the most economical use of resources, to meet time and quality requirements and to achieve completion of the programme. To implement, and actively manage, a preventative maintenance programme in conformance with levels of service currently authorised to ensure compliance with statutory regulations and the Health and Safety at Work Act, non- statutory compliance and good practice. To ensure that a comprehensive recording system is maintained for building compliance and that all works are undertaken in accordance within the set timeframe. To monitor progress and quality of work, making site visits as required. Refer any significant variation from specification to the Team Manager and / or contractor in accordance with agreed process. To ensure that roles and responsibilities are clear for compliance works for all Council buildings and to liaise with the Council’s Health and Safety team and building managers. Asset Surveyor Akton Recruitment currently has an exciting opportunity for an experienced Asset Surveyor to join a team within a Local Authority in the London The team The Asset Management Team is a growing team of data and property professionals who are passionate about optimising Enfield Councils circa 11,000 Housing assets by working together with other departments across the Council enabling asset decisions to be made and making a difference to the lives of our residents and their communities. The Asset team are the hub for all housing data and future decisions concerning the housing asset will be made centrally via this core function. The role In this role you will assist the Building Safety Asset Data Manager in the development and collation of Golden Thread information which includes carrying out Stock Condition Surveys, Energy Performance Certificate Surveys, Health and Safety asset audits to support the intelligence lead approach to housing asset management and investment. You will produce Planned Preventative Maintenance (PPM) plans for capital investment purposes including life cycles and forward capital cost plans including new build handed over from the Regeneration Team. You will update information gathered onto the Apex Asset Management System ensuring accuracy of condition data and compliance. You will work with the rest of the Asset Team, Housing Management, Building Safety & Compliance team, Regeneration, Repairs and Planned Maintenance Teams to develop a wider knowledge of the stock and the ability to identify, prioritise and programme Stock Condition Surveys, feasibility studies and or options appraisals that support future priorities and the delivery of longer term investment needs. You will prepare viability and options appraisal reports based on asset information gathered identifying and promoting environmental sustainability investment opportunities including the decarbonisation strategy and the use of new technologies to promote sustainability and energy efficiency improvements including opportunities for greening and social value projects. The requirements Applicants will need to have relevant Building Surveying qualification such as HND or equivalent plus 3 years experience. You will have a relevant Accredited Assessor qualification such as City and Guilds Level 3 in Energy Assessment. You will have at least 3 years experience in undertaking Stock Condition Surveys including HHSRS and RdSAP Energy information in Council or Social Housing. You will have knowledge of asset databases and hand held technologies for Stock Surveying. You will have experience of diagnosing disrepair and building defects and specified works required. You will have experience of managing and reporting data from an asset management database such as Apex. You will be familiar with the use of software to produce Energy Performance Certificates and be able to use a wide range of IT packages, especially Microsoft Office and Excel Spreadsheets.
