Overall Purpose of the Post: To provide operational and technical support within the Network Management Team, assisting the Team Leader in ensuring the effective and efficient running of the team in meeting its obligations under the Traffic Management Act 2004, New Roads and Street Works Act 1991 and Highways Act 1980 including the inspection of all works affecting the Highway Network. The post-holder will report to the Network Management Team Leader and senior officers of the Council on matters relating the Network Management Team. Ensure that these surveys are undertaken in line with Departmental, Corporate and Government objectives. Working with external and internal Energy stakeholders to ensure Government Energy policies, procedures and standards, e.g. SAP, EPCS, are adhered to. Technical Knowledge and Experience: Experience of effectively managing a team to meet targets and provide complex data to varying audiences Detailed knowledge of the building construction process in a public sector housing context and also knowledge of the Mechanical and Electrical assets in such context. To conduct a trial project of compliance with permissions to use open plan areas for gardens/parking by tenants or owners of Right to Buy properties and to ensure the Council is not maintaining licensed/sold areas by undertaking inspections of selected areas of properties on council estates with reference to permissions, areas already sold and the grounds maintenance schedule. To carry out ad-hoc requests for surveys or advice in response to either Council Officer, Member or resident queries or complaints and preparing reports where required. Identify specific estates or properties for further option appraisal and additional investment. Essential Criteria: A relevant Building Surveying qualification such as HND or equivalent plus 3 years experience. A relevant Accredited Assessor qualification such as City and Guilds Level 3 in Energy Assessment. Job specification: Develop and implement a waste minimisation and recycling strategy and action plan for the Council Liaise with the North London Waste Authority and ensure LBWF’s views and interests are considered and protected at all times Establish and manage a communications strategy, recycling strategy and input to the waste strategy with the disposal authority that will ensure the widest possible community engagement and support in the promotion of recycling. To undertake the duties of a borough wide Local Authority Liaison Officer (LALO) in accordance with the duty rota and undertake duties out of hours.
