Interim Project Manager (Highways & Transport) - 2 Positions Location: South Coast / Hybrid Contract: 6 Months (Inside IR35) Day Rate: TBC Dependent on Experience Spencer Clarke Group are supporting a Local Authority on the South Coast to secure two Interim Project Managers to deliver a programme of travel, transport and highway infrastructure schemes forming part of a major capital investment programme. These are hands-on delivery roles requiring strong project leadership, excellent stakeholder management and experience delivering highways, transport, drainage or public realm schemes. Working within the Capital Programme team, you will support the Service Director and Strategic Manager to scope, plan, coordinate and deliver a portfolio of infrastructure projects. You will establish and lead project governance, ensure robust reporting, manage complex stakeholder relationships and drive schemes through design and delivery stages. Each of the two roles has its own specialist focus: Role 1 - Transport & Pedestrian Improvements DfT Safer Roads Scheme Active Travel schemes linked to Local Cycling & Walking Infrastructure Plans (LCWIP) Role 2 - Drainage & Landslip Schemes Surface water drainage schemes Engineering schemes connected to the active landslip areas Requirements Proven track record delivering highways, transport, drainage or related infrastructure schemes. Strong project and programme management experience in a local authority or similar public-sector environment. Skilled in stakeholder engagement, community liaison and partnership working. Ability to manage multiple complex workstreams simultaneously. Strong understanding of risk, governance, procurement and contract management. This is an opportunity to work within one of the most diverse and distinctive property portfolios in the country, spanning over 800 assets - including operational buildings, commercial investments, heritage sites, and coastal land. You'll play a key role in the professional management of the council's estate, ensuring assets are effectively maintained, optimised, and aligned with corporate priorities. Key Responsibilities Manage landlord and tenant matters across the Council's diverse property portfolio, including leases, assignments, rent reviews, and renewals. Provide estates management advice and support to colleagues across the organisation, helping to ensure best use of property assets. Oversee the collection of rental income and service charges, liaising with tenants to resolve issues and maintain positive relationships. Assist with valuations, acquisitions, and disposals of land and property assets. Contribute to the preparation and maintenance of accurate property records and asset data. Support the Strategic Head of Property Services with the development and implementation of corporate property strategies and projects. Work collaboratively with internal teams, external partners, and stakeholders to deliver effective, customer-focused property management services. About You Degree qualified and ideally MRICS or working towards qualification. Proven experience in estates or asset management, preferably within the public sector or a large, complex property portfolio. Strong understanding of landlord and tenant law, valuation principles, and estate management practices. Skilled in managing multiple cases and projects with attention to detail and efficiency. Excellent communication and negotiation skills, with the ability to engage confidently with tenants, colleagues, and partners.
