Housing Officer - Social Housing (FTC until April 2027) Luton Area Monday - Friday 9am - 5pm £32,697 plus £2,000 car allowance We are looking for a proactive and customer-focused Housing Officer to manage a designated portfolio of homes, ensuring residents receive a high-quality housing management service. The successful candidate will be responsible for supporting sustainable tenancies, maintaining safe and well-managed neighbourhoods, resolving tenancy-related issues, and working collaboratively with internal teams and external agencies to achieve positive outcomes for residents. This role requires excellent communication skills, sound knowledge of housing management practices, and the ability to balance customer support with effective tenancy enforcement. Key Responsibilities: Deliver a comprehensive tenancy management service across a designated housing portfolio. Build positive relationships with residents, providing advice, guidance and practical solutions to tenancy-related enquiries. Promote tenancy sustainability by identifying support needs and referring residents to appropriate specialist services. Carry out regular estate and neighbourhood inspections, identifying environmental issues and arranging appropriate action. Investigate and manage lower-level anti-social behaviour cases, ensuring appropriate intervention and escalation where necessary. Identify safeguarding concerns and follow organisational procedures to ensure vulnerable residents receive appropriate support. Monitor tenancy compliance and take appropriate action where tenancy conditions are breached. Work to minimise rent arrears by supporting early intervention, encouraging engagement and working alongside income recovery specialists. Assist in reducing empty property turnaround times by supporting effective tenancy management and void processes. Maintain accurate housing records, case notes and correspondence using internal housing management systems. Work closely with colleagues across housing, repairs, finance, income recovery and support services to deliver joined-up customer solutions. Develop productive relationships with external organisations including local authorities, police, support agencies, charities and community groups. Represent the organisation at partnership meetings and multi-agency case conferences where required. Keep up to date with relevant housing legislation, policies and best practice to ensure compliance and continuous improvement. Promote resident engagement by encouraging feedback and supporting community involvement initiatives. The Ideal Candidate: Previous experience within housing management, tenancy management or a similar customer-focused environment. Knowledge of housing legislation, tenancy agreements and neighbourhood management principles. Experience managing a varied caseload and prioritising competing demands. Understanding of safeguarding responsibilities and supporting vulnerable individuals. Experience investigating tenancy breaches or anti-social behaviour is desirable. Strong communication, negotiation and conflict resolution skills. Ability to build effective relationships with residents, colleagues and partner organisations. Good organisational skills with accurate record-keeping and IT proficiency. Ability to work independently while contributing positively to a wider team.
