Consents Manager Overview Our Clients Rail Division provides engineering, design consultancy and specialist services to the rail industry. We are expanding our rail systems capability, building on our “best in class” reputation. We have a number of well-established Rail Systems Design Centres throughout the UK, and the teams in those centres are delivering a wide variety of complex and technically challenging projects around the country and overseas. We work directly with Network Rail and organisations such as TfL and TfGM, with contractors, TOCs, developers of rail freight facilities and other organisations engaged in the implementation of rail projects. They now have an immediate requirement for an Experienced Consents Manager to join them in the North West offices, however a Midlands base location will be considered. Role & Responsibilities: • Responsible for providing advice and guidance on consents requirements for major infrastructure projects and ensure compliance with approvals, in particular Development Consent Orders, Transport and Works Order and Parliamentary Acts • Provide input to project plans to identify consents and property requirements and manage delivery of requirements as planned • Provide input to consultation with consent granting bodies and other key stakeholders, working with clients, Project Delivery teams, specialist Consultation Managers and Town Planners • Manage the process to obtain necessary permissions and consents related to DCO TWAO, planning, environmental and highways legislation (in liaison with Town Planners and Environmental Specialists) • Manage the discharge of undertakings and commitments with third parties agreed through major infrastructure project approval processes • Liaise with client consent, environment and property team members to provide specialist input e.g. on planning consents, environment management, archaeology, property acquisition and consultation • Develop and manage project processes to comply with consents, environment and property requirements of the Network Rail GRIP and the Environmental Management System and other clients’ equivalent systems • Manage, review and agree consents requirements of design and construction plans • Develop and manage communication with designers and contractors so that these plans are fully and effectively delivered • Monitor and report progress on consents, environment and property requirements including project plan milestones, budgets, compliance with legal requirements, consents and commitments Desired Skills / Experience • Practical experience of working with Development Consent Orders, Transport and Works Order and Parliamentary Acts consents • A degree in a built environment discipline and ideally membership of a professional body with chartered status. Previous experience of the railway/transport industry • Developed interpersonal and communications skills • Experience of managing the process to obtain environmental/planning consents • Hands on experience of preparing an application for TWA or IPC of a rail project for Network Rail • Knowledge of the rail industry and Network Rail’s contractual commitments to customers We are committed to equal opportunities. Supervisor (Utilities) Our client is one of the UK’s leading utility contractors (power, water, gas and telecoms), they are now seeking an experienced Supervisor due to continued growth and the recent successful award of a number of new build, re-build, refurbishment and upgrade framework contracts with their principal clients Scottish Water, SSE and Scottish Power. The Supervisor will support all contract activities and take responsibility for the smooth and timely procurement and availability / movement of resources, including plant, labour, materials and sub-contractors etc. for assigned works and projects. You will assist the Site Agents, Project Managers, Reinstatement Manager and all Operational teams to ensure that they are able to deliver all works to client specifications / satisfaction and company requirements, whilst always adhering to safety and budgetary requirements. The Role • Responsible for the facilitation and assistance with all site based project and construction activities, which are undertaken by both direct labour and subcontract resources • Maintaining safety, environmental and technical standards at site level • Planning, coordination and programming of resources at site level, and liaison with the Project Managers as required to ensure the safe, profitable and timely delivery of all works • Managing client, customer and third party relationships and / or queries The Person • You will be able to demonstrate a sound understanding of the utilities sector • You will possess a utilities background and a hands on knowledge of project / site / contract requirements associated with this industry • Experience of planning works / sites, including resources availability and movement, and site safety management • Good verbal and written communication skills are essential, coupled with team working and time management abilities • Knowledge and skills are required to directly co-ordinate some of the more complex sites in addition to a more mobile role • An understanding of the challenges presented by multiple utilities sites running simultaneously, with the associated work and resource scheduling at site level is essential • A good understanding of NRSWA and traffic management This challenging and exciting opportunity, based in the Central Belt, requires an individual with a strong technical background and demonstrable experience in the facilitation and planned supervision or co-ordination of sites / projects from within the utilities arena.
