ROLE OVERVIEW
We have an exciting opportunity for an experienced QS to join our project site based team on Harwell Science Park, Oxford. Our client operate within a range of different commercial arrangements including lump sum work, alliance & collaborative contracts and term agreements and you should be familiar with each of these arrangements. You must also have good knowledge and understanding of NEC building contracts. The contract is an NEC Option 4 – Construction Management.
Although your prime functions are the commercial management of projects together with input into the development of commercial practices within the organisation your support may also be required in tendering projects and therefore Tendering / Estimating is also included within your job description.
Therefore your roles and responsibilities can be split into the following specific areas:-
* Collaborative Contracts

However in essence your role is to closely identify, analyse and develop responses to commercial risk, control / monitor all commercial aspects of the project most importantly to maximise our profitability whilst managing the cashflow.
Collaborative Contracts
Provide a wide range of commercial support to alliance / collaborative projects including the preparation of monthly cost reports, management of change control etc.
Prepare and monitor risk analysis schedules and provide input into strategies to mitigate these risks during the course of the work.
Prepare, monitor and report on KPI’s (Key Performance Indicators).
Develop benchmarking information, primarily for HVAC and Fit Out works to demonstrate value for money.
Develop matrices to establish earned value on projects and be able to manipulate this information to generate S curves etc.
Commercial Support
Provide commercial support to engineers and project managers by preparing applications, invoices, variations and general commercial input into projects.
Working in close liaison with the Project Manager you will monitor costs on projects and prepare monthly financial forecasts with full reconciliation against cost incurred, committed cost, future cost and variations.
Review and provide commercial advice on Terms and Conditions for tenders and contracts to highlight any associated risks.
Procurement
You will work in close liaison with the Project Manager to procure sub-contract work packages, equipment and general materials, however you will also be required to carry out the following:-
* Produce procurement schedules
* Advising on procurement strategy
* Agree working arrangements with all key service providers
* Agree terms and conditions and raise orders for significant work packages
System Development
Develop cost systems and procedures to streamline cost control, ordering procedures and commercial frameworks.
Tendering / Estimating
You shall work with the project manager in preparing lump sum bids, target costs and budget prices for prospective clients including the following:
* Compile enquiry documents for competitive bidding
* Analyse sub-contractors tender returns, compile tender analysis report
* Determine preliminary allowances including design and staff costs against programme
* Produce S curve of project expenditure across programme
* Preparing tender and contract documents, including bills of quantities in a professional format for Client
* Material listing
* Assisting in establishing a client’s requirements and undertaking feasibility studies
* Prepare cost schedules using schedules of rates
KNOWLEDGE & EXPERIENCE
* A degree in Quantity Surveying is preferred but minimum qualifications are HNC in Quantity Surveying/ Building Services or Building Studies/Construction.

About the role:
As a Quantity Surveyor, you will primarily be responsible for all the commercial and operational aspects of the Logistics Management Centre.
You will be commercially responsible for up to £10 million of spend, ensuring Thames Water meets all its contractual, legal and commercial obligations whilst engaging and advising professional service colleagues such as Senior Management Accountants and Operations Managers.
A tenacious approach and a keen eye for detail are required whilst carrying out site measurements, estimating/producing month end valuation documentation and assessing payment applications up to £100K in value.
You will safeguard Thames Water against claims in excess of £1 million per annum and deliver efficiency savings to Thames Water of £1 million per annum.
You will oversee the management of 2 FTE therefore the ability to plan, monitor and motivate are key to succeeding in this role.
You will join one of our established and expanding Commercial Teams and over the course of your career at Thames Water, you will have the opportunity to work on a variety of projects ranging in value from £25k to £200M.
To be successful you will have the following skills and experience:
Extensive experience in a commercial role
Experience of commercial responsibility in excess of £3 million
Experience of resolving claims in excess of £200K
Experience of engaging at local management level

You will be joining one of the leading FM organisations that oversees a major MOD contract across the UK. This company has recently received a long-term extension and increase in awarded works. Therefore they are expanding across the UK.
The Role
Do you have experience in quantity surveying with commercial experience in construction or property maintenance? Our client seeking to appoint a Senior Quantity Surveyor on a fixed term contract to join our team in East Anglia and support the Regional and Area teams with regards commercial performance, resource and stakeholder management.
Duties
* Ensure NEC3 contract processes and procedures are adhered to at all times, advising and supporting as required
* Attend Risk Meetings, review risk registers and follow risk management processes
* Identify business priorities and to plan work effectively, by building controls and milestones into plans and programmes
* Support Service Delivery and Additional Services to incorporate sustainable solutions and support the Sustainability programme incorporating the reduction of the carbon footprint and the reduction of utility consumption across the MoD estate
* Comply with business policy and procedures, supporting continual improvement
* Deliver Change Management in accordance with NEC3 Term Service Contract ensuring timescales are met by all relevant stakeholders
* Management and resolution of queries submitted by Supply Chain regarding Core Services pricing
* Maintain commercial control to ensure planned milestone payments are achieved, final accounts are closed to meet the business targets
* Monitor and review Supply Chain performance
* Manage supplier payments in line with contractual and company policy
* Assist in the development and implementation of commercial risk management procedures
