What you'll be doing You will be responsible for receiving, managing, processing and submitting tenders and quotations through existing framework contracts, as well as supporting the Quantity Surveyors with pricing significant Variations. • Receive enquiries and tenders for works through framework contracts. • Complete a BRMR (Bid Risk Management Record) form and comply with the BRMR process requirements for sign off approval. • Co-ordinate and manage the tender process; arranging an initial start-up meeting, ensuring the correct resource is allocated, setting a tender programme and list of actions, liaising with key stakeholders through the tender process, and ensuring tender outputs are achieved and deadlines are met. • Undertake scoping visits. • Obtain prices for any surveys or investigations required in order to assist development of the Scope. • Assess the requirements for temporary works, method related works, and preliminary items in co-ordination with Delivery colleagues (Project Manager / Site Co-ordinator). • Produce the Price in accordance with the contract and the Framework Schedule of Rates. • Where scope items are not covered by agreed framework rates, price items from first principles. • Produce a cost budget for each quotation/tender to calculate gross margin forecast. Scoping Engineer - Water Industry Hybrid Working Contract Role We're recruiting for a Scoping Engineer to join a growing Pre-Construction team, supporting major water and wastewater projects across Kent, Sussex and Hampshire. This is a long-term opportunity for an engineer with a Mechanical or Process bias (although Electrical engineers will also be considered) who enjoys getting out onto site, understanding existing assets and developing practical, buildable engineering solutions. The Role Your duties will include: Visiting water and wastewater treatment sites to carry out engineering surveys. Assessing existing mechanical, process or electrical assets. Defining project scope and identifying engineering requirements. Reviewing constructability and determining the safest and most efficient way to deliver the works. Identifying project risks, constraints and opportunities. Working closely with design engineers to develop practical engineering solutions. Liaising with estimating teams to ensure every element of the project has been identified and accurately priced. Supporting feasibility studies, optioneering and early-stage engineering decisions. Producing clear technical scope documents and engineering reports. Providing technical support to delivery teams as projects move into construction. Positioned on-site alongside the operational Technical Services team, you will act as the primary technical bridge between client expectations, operational engineering, and specialist project delivery. Progress Reporting: Lead regular project update meetings, presenting clear, data-driven reports on milestones, risk matrices, budget status, and scheduled shutdowns. Out-of-Hours Execution: Coordinate and occasionally oversee high-risk out-of-hours project activities, critical power shutdowns, or crane lifts to minimise operational disruption. 4. Health, Safety & Compliance Safe Systems of Work (SSoW): Author, review, and strictly enforce project-specific Risk Assessments and Method Statements (RAMS) and Construction Phase Plans (CPP). Permit Management: Govern the Permit to Work (PTW) system for high-risk activities, including hot works, high-voltage isolations, and working at height. Handover Documentation: Collate and deliver comprehensive O&M (Operation & Maintenance) manuals, statutory testing certificates, updated asset registers, and commissioning sign-offs at project completion. Person Specification Qualifications & Technical Foundation Technical Qualification (Essential): Completed a formal engineering apprenticeship with a minimum NVQ Level 3 (or City & Guilds equivalent) in Electrical Installation, Mechanical Engineering, or Building Services Engineering. Project Management Qualification (Desirable): PRINCE2, APM (Association for Project Management), or HNC/D in Building Services / Project Management.
