There is an exciting opportunity to join Bellway, one of the UK’s largest house builders. Our South West Division, located in Bristol is looking to recruit a Senior Quantity Surveyor to join the Division’s Commercial department.
The Role
This role of Senior Quantity Surveyor is responsible for managing the commercial aspects of each development. This includes managing the costs for each site and ensuring that targets are met by managing and controlling the budgets and valuations. Senior Surveyors are typically allocated sites that are more complex by nature, whether this is due to the type of construction, the speed of construction, or whether it is a multi-phase site or a consortium site (shared infrastructure with another developer).
The Senior Quantity Surveyor reports to the Managing Surveyor.
Principal accountabilities of the role include:
* Produce draft budgets and site start budgets for each site allocated to the Quantity Surveyor.
* Produce quarterly valuations and complete material ‘cost to complete’ exercises for each site the Quantity Surveyor is responsible for.
* Produce sub-contract payments and final accounts, ensuring that the sub-contractor has signed these off.
* Produce sub-contract orders, ensuring they are authorised by the authorised representative, together with all necessary documentation to comply with Group Commercial Policy.
* Complete on-site measurements and assess payments to contractors.
* Attend and contribute to various meetings, such as pre-order meetings, quarterly valuation meetings and project review meetings with senior management, construction team as well as external contractors.
* Manage all sub-contract orders on site, meeting sub-contractors as and when required.
* Maintain trade specifications.
* Price customer extras and liaise with sales department as necessary.
* Manage Professional Fees Budget.
* Assist with material buying when required.
* Assist the Estimator and / or Commercial Manager with take-off’s for land appraisals when required
Experience, Qualifications and Skill
Experience
* Experience of working as a Quantity Surveyor or Surveyor with a residential house builder
* Knowledge of cost control systems and valuation reporting.
* Ideally experience of managing Housing Association contracts.
Qualifications and Training
* HND/HNC Building Studies
* GCSE Grade C/4+ or equivalent in English and Maths
* Current CSCS card or equivalent is desirable
* RICS Professional Membership
* BSc in Quantity Surveying desirable
Skills and Aptitude
* Strong communication and listening skills, with good negotiation skills
* Highly motivated to deliver quality developments
* Ability to work on own as well as part of a team
* Excellent attention to detail and demonstrates ability to meet deadlines

One of our local clients based in Basildon are currently recruiting for the role of Principal Building Surveyor.
MAIN PURPOSE
Basildon Borough Council is committed to achieving sustainable regeneration and development in the Borough that benefits all sectors of the community. This is to be achieved without sacrificing the local environment and with adequate infrastructure in place to support growth.
DUTIES –
To carry out building surveying functions in respect of non-housing Council-owned premises or in respect of land and buildings in which the Council has a temporary or permanent interest.
To monitor and manage a preventative maintenance programme in conformance with levels of service currently authorised to ensure compliance with statutory regulations and the Health and Safety at Work Act and good practice
To report to the Team Manager, Building Management, regarding matters relating to property compliance, liaising with the Asset Strategy Compliance Officer regarding site audit and contractor audit to review compliance and ensure that follow up actions are implemented.
As necessary, deal with other building surveying matters and advise other sections within the Council as to technical and financial aspects within the post holder’s competence, including the investigation of requests for routine maintenance and take appropriate action to ensure that such requests are properly dealt with.
To plan and monitor minor works schemes to ensure satisfactory completion
To plan the post holder’s programme of work in consultation with the Team Manager and to achieve the most economical use of resources, to meet time and quality requirements and to achieve completion of the programme.
To implement, and actively manage, a preventative maintenance programme in conformance with levels of service currently authorised to ensure compliance with statutory regulations and the Health and Safety at Work Act, non- statutory compliance and good practice.
To ensure that a comprehensive recording system is maintained for building compliance and that all works are undertaken in accordance within the set timeframe.
To monitor progress and quality of work, making site visits as required. Refer any significant variation from specification to the Team Manager and / or contractor in accordance with agreed process.
To ensure that roles and responsibilities are clear for compliance works for all Council buildings and to liaise with the Council’s Health and Safety team and building managers.
To investigate requests for any routine maintenance and proposals for minor works that are not covered by existing contracts, and where necessary visualise, research and prepare detailed specification of work to be done. Where necessary, prepare costing and estimates of work value, designs, drawings and other documentation in support of the specifications
To identify appropriate contractors and/or suppliers and, after consultation with the Team Manager, negotiate prices and terms and, if satisfactory, commit the work to the selected supplier and/or contractor.
To ensure that all contracts are awarded in accordance with the Council’s procurement policy, achieve best value and that the contracts are effectively managed and monitored.
To make preliminary site visits as necessary to ensure that contractors and/or suppliers are fully aware of the work to be done and the quality of performance required.
To monitor progress and quality of work in hand, making site visits when required. Refer any visual events or significant variations from specification to the Team Manager. Raise Variations Orders as necessary.
To carry out acceptance visits and raise acceptance notes, defect reports and other documentation. Validate accounts and prepare certificates for payment; ensure that financial regulations are complied with in this respect.
As required, to prepare schedules of dilapidations, carry out structural surveys and ensure that demolition orders are effected. To prepare reports when required.
For insurance purposes if required, to carry out inspection of damage, prepare estimates for claims and negotiate liability and cost of remedial work with insurance assessors. Prepare valuations of Council owned properties.
To undertake a programme of condition surveys and assist the Team Manager to determine operational priorities within budgetary limits.
To liaise with, and provide information to the Police where vandalism or other malicious damage has occurred.
To contribute to the monitoring of service expenditure to ensure that it remains within budget. To support the Team Manager in liaising with client departments to identify solutions and to provide a high level of customer service. Provide technical advice to other Council officers as required.
To be aware of, and comply with, Financial Regulations, Standing Orders and Statutory Legislation insofar as these affect the work of the post holder. Keep abreast of all legislation relevant to building compliance, case law, practices and techniques. Disseminate advice and take appropriate action.
To be aware of, and comply with, all established systems and procedures where these affect the work of the post holder and report to the Team Manager where these are known or believed to have been contravened.
Where the post holder needs to work in hazardous or unclean conditions the provisions of the Health & Safety Legislation and any relevant Council Safety Instructions must be fully known and understood prior to work commencing, and appropriate safety measures taken.
The post holder has a responsibility to ensure that safe practices are used by suppliers and contractors when on Council property or upon Council business. Unsafe practises should be drawn to the attention of the supplier/contractor, the Council’s Health and Safety officer and the Team Manager immediately.
To liaise with other departments, other local authorities and outside agencies where this is required.
To be aware of professional developments and product developments in all aspects affecting the work of the post holder
You must ensure that you comply at all times with the General Data Protection Act, relating to personal information held by the Council. One of our local clients based in Basildon are currently recruiting for the role of Principal Building Surveyor.
MAIN PURPOSE
Basildon Borough Council is committed to achieving sustainable regeneration and development in the Borough that benefits all sectors of the community. This is to be achieved without sacrificing the local environment and with adequate infrastructure in place to support growth.
DUTIES –
To carry out building surveying functions in respect of non-housing Council-owned premises or in respect of land and buildings in which the Council has a temporary or permanent interest.
To monitor and manage a preventative maintenance programme in conformance with levels of service currently authorised to ensure compliance with statutory regulations and the Health and Safety at Work Act and good practice
To report to the Team Manager, Building Management, regarding matters relating to property compliance, liaising with the Asset Strategy Compliance Officer regarding site audit and contractor audit to review compliance and ensure that follow up actions are implemented.
As necessary, deal with other building surveying matters and advise other sections within the Council as to technical and financial aspects within the post holder’s competence, including the investigation of requests for routine maintenance and take appropriate action to ensure that such requests are properly dealt with.
To plan and monitor minor works schemes to ensure satisfactory completion
To plan the post holder’s programme of work in consultation with the Team Manager and to achieve the most economical use of resources, to meet time and quality requirements and to achieve completion of the programme.
To implement, and actively manage, a preventative maintenance programme in conformance with levels of service currently authorised to ensure compliance with statutory regulations and the Health and Safety at Work Act, non- statutory compliance and good practice.
To ensure that a comprehensive recording system is maintained for building compliance and that all works are undertaken in accordance within the set timeframe.
To monitor progress and quality of work, making site visits as required. Refer any significant variation from specification to the Team Manager and / or contractor in accordance with agreed process.
To ensure that roles and responsibilities are clear for compliance works for all Council buildings and to liaise with the Council’s Health and Safety team and building managers.
To investigate requests for any routine maintenance and proposals for minor works that are not covered by existing contracts, and where necessary visualise, research and prepare detailed specification of work to be done. Where necessary, prepare costing and estimates of work value, designs, drawings and other documentation in support of the specifications
To identify appropriate contractors and/or suppliers and, after consultation with the Team Manager, negotiate prices and terms and, if satisfactory, commit the work to the selected supplier and/or contractor.
To ensure that all contracts are awarded in accordance with the Council’s procurement policy, achieve best value and that the contracts are effectively managed and monitored.
To make preliminary site visits as necessary to ensure that contractors and/or suppliers are fully aware of the work to be done and the quality of performance required.
To monitor progress and quality of work in hand, making site visits when required. Refer any visual events or significant variations from specification to the Team Manager. Raise Variations Orders as necessary.
To carry out acceptance visits and raise acceptance notes, defect reports and other documentation. Validate accounts and prepare certificates for payment; ensure that financial regulations are complied with in this respect.
As required, to prepare schedules of dilapidations, carry out structural surveys and ensure that demolition orders are effected. To prepare reports when required.
For insurance purposes if required, to carry out inspection of damage, prepare estimates for claims and negotiate liability and cost of remedial work with insurance assessors. Prepare valuations of Council owned properties.
To undertake a programme of condition surveys and assist the Team Manager to determine operational priorities within budgetary limits.
To liaise with, and provide information to the Police where vandalism or other malicious damage has occurred.
To contribute to the monitoring of service expenditure to ensure that it remains within budget. To support the Team Manager in liaising with client departments to identify solutions and to provide a high level of customer service. Provide technical advice to other Council officers as required.
To be aware of, and comply with, Financial Regulations, Standing Orders and Statutory Legislation insofar as these affect the work of the post holder. Keep abreast of all legislation relevant to building compliance, case law, practices and techniques. Disseminate advice and take appropriate action.
To be aware of, and comply with, all established systems and procedures where these affect the work of the post holder and report to the Team Manager where these are known or believed to have been contravened.
Where the post holder needs to work in hazardous or unclean conditions the provisions of the Health & Safety Legislation and any relevant Council Safety Instructions must be fully known and understood prior to work commencing, and appropriate safety measures taken.
The post holder has a responsibility to ensure that safe practices are used by suppliers and contractors when on Council property or upon Council business. Unsafe practises should be drawn to the attention of the supplier/contractor, the Council’s Health and Safety officer and the Team Manager immediately.
To liaise with other departments, other local authorities and outside agencies where this is required.
To be aware of professional developments and product developments in all aspects affecting the work of the post holder
