On behalf of our client, ITS Building People (Southampton) are searching for an experienced Quantity Surveyor to join a bespoke developer in Oxford.
Due to sustained and continuous growth they are looking to add to their commercial team.
Key responsibilities include, but are not limited to:
Produce draft budgets and site start budgets for each site allocated
Produce quarterly valuations and complete material 'cost to complete' exercises for each site the Quantity Surveyor is responsible for.
Produce sub-contract payments and final accounts, ensuring that the sub-contractor has signed these off.
Produce sub-contract orders, ensuring they are authorised by the authorised representative, together with all necessary documentation to comply with Group Commercial Policy.
Complete on-site measurements and assess payments to contractors.
Attend and contribute to various meetings, such as pre-order meetings, quarterly valuation meetings and project review meetings with senior management, construction team as well as external contractors.
Manage all sub-contract orders on site, meeting sub-contractors as and when required.
Maintain trade specifications.
Price customer extras and liaise with sales department as necessary.
Manage Professional Fees Budget.
Assist with material buying when required.
Assist the Estimator and / or Commercial Manager with take-off's for land appraisals when requiredThe ideal candidate

Essential Qualifications/ experience required/ specific requirements for the role:

ROLE OVERVIEW
We have an exciting opportunity for an experienced QS to join our project site based team on Harwell Science Park, Oxford. Our client operate within a range of different commercial arrangements including lump sum work, alliance & collaborative contracts and term agreements and you should be familiar with each of these arrangements. You must also have good knowledge and understanding of NEC building contracts. The contract is an NEC Option 4 – Construction Management.
Although your prime functions are the commercial management of projects together with input into the development of commercial practices within the organisation your support may also be required in tendering projects and therefore Tendering / Estimating is also included within your job description.
Therefore your roles and responsibilities can be split into the following specific areas:-
* Collaborative Contracts
* Commercial Support
* Construction Management
* Procurement
* System Development
* Tendering / Estimating
However in essence your role is to closely identify, analyse and develop responses to commercial risk, control / monitor all commercial aspects of the project most importantly to maximise our profitability whilst managing the cashflow.
Collaborative Contracts
Provide a wide range of commercial support to alliance / collaborative projects including the preparation of monthly cost reports, management of change control etc.
Prepare and monitor risk analysis schedules and provide input into strategies to mitigate these risks during the course of the work.
Prepare, monitor and report on KPI’s (Key Performance Indicators).
Develop benchmarking information, primarily for HVAC and Fit Out works to demonstrate value for money.
Develop matrices to establish earned value on projects and be able to manipulate this information to generate S curves etc.
Commercial Support
Provide commercial support to engineers and project managers by preparing applications, invoices, variations and general commercial input into projects.
Working in close liaison with the Project Manager you will monitor costs on projects and prepare monthly financial forecasts with full reconciliation against cost incurred, committed cost, future cost and variations.
Review and provide commercial advice on Terms and Conditions for tenders and contracts to highlight any associated risks.
Procurement
You will work in close liaison with the Project Manager to procure sub-contract work packages, equipment and general materials, however you will also be required to carry out the following:-
* Produce procurement schedules
* Advising on procurement strategy
* Agree working arrangements with all key service providers
* Agree terms and conditions and raise orders for significant work packages
System Development
Develop cost systems and procedures to streamline cost control, ordering procedures and commercial frameworks.
Tendering / Estimating
You shall work with the project manager in preparing lump sum bids, target costs and budget prices for prospective clients including the following:
* Compile enquiry documents for competitive bidding
* Analyse sub-contractors tender returns, compile tender analysis report
* Determine preliminary allowances including design and staff costs against programme
* Produce S curve of project expenditure across programme
* Preparing tender and contract documents, including bills of quantities in a professional format for Client
* Material listing
* Assisting in establishing a client’s requirements and undertaking feasibility studies
* Prepare cost schedules using schedules of rates
KNOWLEDGE & EXPERIENCE
* A degree in Quantity Surveying is preferred but minimum qualifications are HNC in Quantity Surveying/ Building Services or Building Studies/Construction.
* Other relevant courses accredited by the Royal Institution of Chartered Surveyors (RICS) and the Chartered Institute of Building (CIOB).
* Fully conversant with traditional forms of contract but also alliance, collaborative and re-imbursable type projects.
* IT proficient.
* Membership or accreditation with any professional institution (RICS/ICE/CIBSE/CIOB) would be favorable.

You will be expected to:
Have strong experience within delivery of project management schemes
Have knowledge on technical Building Surveying services, such as; dilapidations, TDD, neighbourly matters etc.
Support the Director with business development and expansion into the commercial sector.
Grow the presence of the Building Surveying Team nationally (travel as and when required)
About you:
The successful candidate will be a qualified Building Surveyor (MRICS) and have at least 5 years' PQE experience. You should have the ability to work autonomously, and have proof of bringing in work, and managing client relationships.

High-End Residential Projects based Andover / Oxford
Start Date: End of September 2020
Salary £65,000 + Car Allowance + 23 Days Holiday + Pension
A respected high-end residential building contractor based near Basingstoke is searching for a Project Quantity Surveyor.
The company’s reputation for expert craftsmanship means they have built a brand for delivering high class refurbishments and renovations of country homes.
Due to a busy period of tendering and successfully winning several major high-end residential projects that are starting at the end of September, they are now looking for a Project Quantity Surveyor who will be site based between Andover and Oxford.
The projects shortly starting will consist of new build and refurbishment elements with project values reaching £20 million.
You will be an experienced Project Quantity Surveyor of Senior Project Quantity Surveyor with major high-end or luxury residential experience.
The Role
* You will be responsible for managing all costs, saving money where applicable but still maintaining quality of work.
* To keep a tight control of variations on site and assisting Site Managers and Contracts Manager in recording all variations, pricing them and accurately recording their effect on final accounts.
* Manage allocated projects, packages and subcontractors, calculation and preparation of all company valuations and assist with final accounts.
* The preparation and presentation of monthly job cost analysis data.
The Person
* Minimum 5 years’ experience working as a Project Quantity Surveyor.
* HNC or Degree qualified.
* Good knowledge of JCT forms of contracts.
* Good understanding of traditional building methods.

It is likely you will have previously worked as either a Senior Quantity Surveyor or QS looking for the next step in their career
The successful candidate will essentially have experience in the UK residential house building sector, with a minimum of HND/HNC in building relating studies. You must be fully conversant with Microsoft Word and Excel and hold a current driving licence.

The successful candidate must be ambitious, computer literate and good communicators who are able to demonstrate a professional and flexible approach to the demands of surveying for housing development and infrastructure.
