• Produce / update and submit the Contract Programme and narrative Progress Report in accordance with the Project Particulars – Appendix 3.
• The above is to accurately reflect the scheduled requirements and NEC contractual obligations.
• The Planner is to work in conjunction with the Project Manager and QS to ensure that all time entitlement is clearly and robustly demonstrated; either for Key date extension application and or Compensation Event maximisation.
• Identify all programme risks and opportunities as early as possible.
• Ensure Client acceptance of programme submissions in a timely manner.
• Abstract a detailed two week lookahead programme from the accepted monthly Contract Programme for the Project Manager and construction team to efficiently progress work on site.
• Lookahead programmes to be updated for the previous week and planned versus actual performance analysed and demonstrated.
• In conjunction with the PM & QS, plan, monitor and compare programmed resources versus actual deployed against required outputs.
• The above are to be scheduled in a weekly report and presented to the Client at the weekly Progress Meeting

If you do not possess any of the above or your qualification is out of date, you must inform the Construction Director who will organise training.
The Site Manager is the company’s representative on site and sometimes is the only person somebody from outside the organisation will see, therefore you must dress practically but have a smart appearance; you must wear your PPE when on site and ensure your hard hat is white with the Company logo on the front and a first aider sticker on the back.
A site manager is to ensure that works carried out on site are completed safely, to high quality, cost effectively and to programme ensuring adherence to the drawings, specification and the building regulations.
The Assistant Site Manager will assist the site manager in the above in the following ways: (Please note any referral mentioned herein to “Site Manager” means the Assistant Site Manager will assist).
Health Safety & Welfare Responsibilities:
Be aware of the requirements of the Construction (Design and Management) Regulations 2015 and how they affect you. (If you are unsure training will be given)
Have and keep safe the “Construction Phase Plan”
From time to time and as often as appropriate throughout the project update, review, and refine the “Construction phase plan” in a way which enables the construction work to be carried out as far as possible without risk to health and safety.
Implement the “Construction Phase Plan”
Make and maintain arrangements which will enable those involved in construction to co-operate effectively in the health, safety and welfare of site operatives and checking the effectiveness of such arrangements.
Hold Safety Induction Meetings which are to be attended by the sub-contractors nominated ‘competent person’ and keep minutes of that meeting. All sub-contractors are to attend a meeting. A copy of the minutes is to be kept in the “Construction phase plan”.
Below is an example agenda, items that must be minuted are in bold, and you will probably wish to minute the entire meeting

Induct all site operatives to the site, including all site rules, traffic management plan, site waste management plan and ensure they have read and understand the method statement with regard to any and all work they will be involved in.
Be responsible for administering first aid and updating contents of first aid box, and for ensuring that there is an appointed person on site at all times during working hours. Emergency appointed persons are to be the registered ‘competent person’ in the “Construction phase plan”.
Ensure adequate provision is in place for fire precautions on site and in offices, canteens, etc, and a fire plan has been drawn up and displayed.
Maintain and exhibit all statutory notices and records within the site office and on site as necessary: -

• Maintain a site diary daily, including weather, visitors, number of operatives on site, activities on site and meetings, etc.
• Attend regular meetings with the appointed health and safety advisor and act on the advice given.
• Prepare and maintain the site traffic management plan. The plan should be reviewed on a regular basis, displayed at all times. Superseded copies are to be kept in the “Construction Phase Plan”.
• Ensure all plant operatives are trained and that the records of inspection book under the Provision and Use of Work Equipment Regulations 1998 is kept up to date.
• Ensure only competent operatives erect, adjust or dismantle scaffolding and work towers and that the records of inspection book under the work at height regulations 2005 and the Construction (Design and Management) Regulations 2015 is kept up to date.
• Inspect all scaffolds prior to use, every seven days and immediately after adaption, alteration or after adverse weather conditions.
• Ensure that welfare facilities provided for site staff and operatives are clean, tidy, heated and hot and cold water is available, that toilets are clean, working and provided with sufficient paper and soap. All in accordance with the Construction (Design and Management) Regulations 2015.
• To have the “Site Waste Management Plan” and ensure it is followed, kept up to date and ready for inspection by the relevant bodies.
• In the event of an accident or incident involving personal injury the Site Manager must.
1. Ensure the person(s) involved go to hospital. If they refuse call an ambulance.
2. Complete the accident book.
3. Inform our health and safety advisors and request an immediate investigation.
4. Take photographs of the incident.
5. Write a report of what happened, date it and get somebody to witness the statement.
6. Make a RIDDOR report if necessary.
• In the event of a near miss, record it in the “Construction Phase Plan”.
• The Site Manager is to know the requirements under current Health & Safety law with regard to his own role and keep himself up to date with changing legislation and implement the procedures required by law.
The Assistant Site Manager should be aware of the NHBC standards and will always construct to their requirements.
The Assistant Site Manager should be aware of and adhere to material/ workmanship specifications, the drawings and the programme.
The Assistant Site Manager will follow the instructions of the Site Manager at all times.
The Assistant Site Manager will at times be required to use his/her own initiative, but must always inform the Site Manager of his/her actions.
During holiday periods the Assistant Site Manager will take control of the day to day running of the site.
The Assistant Site Manager is responsible for ensuring plots are kept clean and swept out.
The Assistant Site Manager should liaise with subcontractors and report to the Site Manager with regard to poor workmanship or lack of labour.
The Assistant Site Manager should assist the Site Manager in snagging defects, but at no time should venture an opinion to customers regarding snagging or any matter relating to the sale or construction of the plot.
The Assistant Site Manager will at all times liaise with the office through the Site Manager, in the event the Site Manager is absent the Assistant will liaise with the Construction Director.
All materials should be pre ordered by the Buyer for site call off, the Site Manager should ensure he has these orders at the earliest necessary date.
Ensure material deliveries to site adhere to the programme.
Materials supplied through Head Office require a minimum of 7 days notice. Requisition sheets must be sent to the Buyer.
No materials are to be bought without a) the Buyers knowledge and b) a “Sitestream” generated order number.
Materials delivered direct to site must be checked, signed for and entered in the “materials received” book. The materials received sheets are to be sent to the Accounts Department weekly.
Report any discrepancies to the supplier within 48 hours of delivery, this is important, suppliers will not accept liability after this time.
Plant returns are to fill in every Friday and returned to the head office. They must contain all plant including hired and Companies own.
Any defect in plant must be notified immediately to the hire company or in the case of Company plant to the head office. Defects must be remedied without delay.
Site Managers are to keep all documents up to date especially machine and lifting equipment certificates
The Site Manager will as far as reasonably practical at all times, keep the site clean, well-organized and secure. Perimeter fences must be in place and checked regularly. Plots must be secure and a record of keys kept. Roads must be kept clean and as a minimum be swept by a road sweeper every Friday.
The Site Manager will ensure there is no danger to the general public and there are proper preventative measures to stop the general public and customers entering potentially hazardous areas.
When the site is becomes part occupied, the Site Manager will ensure disturbance or nuisance to residents is kept to a minimum, by proper signage and traffic management.
Potential customers or member of the public are to escorted around or off the site.
Potential customers are to be put in touch with Sales staff and treated with absolute courtesy.
The Site Manager from time to time will receive help from and will delegate some duties to others, not withstanding this; the Site Manager is always responsible for the site, the people on the site and the performance of the site
